Jacksonville Partnership for Promoting the Health of Emerging Adults (JPPHEA) Components 1 and 2 supplement - Since 2009, Duval County Public Schools (DCPS) in partnership with the Florida Department of Health in Duval County (DOH-D) and other key community partners collaborated to provide surveillance and school-based HIV/STD prevention services to youth in Jacksonville, Florida. Thanks to a CDC School-Based HIV prevention grant and surveillance grants in 2013, DCPS convened the Jacksonville Partnership for Promoting the Health of Emerging Adults (JPPHEA). The partnership has successfully collected, analyzed, and disseminated surveillance data; and established school-based HIV/STD prevention centers and services in a community that is at significant risk. This application proposes to continue the progress made since 2013. In addition, DCPS will increase the scope of project activities and further improve services to impact more students. DCPS is applying for Components 1 & 2 of the grant competition. Purpose Purpose Component 1: : The purpose of Component 1 is to improve the health and well-being of youth in Duval County, Florida through the implementation of Youth Risk Behavior Survey (YRBS) and the School Health Profiles Survey (SHP). Duval County Public Schools aims to reduce the rates of HIV, STD, teen pregnancy, and related risk behaviors among middle and high school students in Duval County through school based initiatives. Purpose Component 2: Component 2 will continue the JPPHEA’s progress in impacting the alarming rates of HIV and STD in the secondary school population in Duval County. The JPPHEA will continue to provide services aligned with CDC required activities while improving the impact these services have on the community. Outcomes Outcomes for Component 1: The YRBS data will: 1. Align available data driving DOH-D and DCPS’s program planning to measurable objectives within Healthy People 2020 goals and objectives for Adolescent Health and related topics; 2. Provide a foundation to the Duval County Health Community Improvement Plan, DCPS Strategic Plan and School Improvement Plan (SIP) and other community based planning processes on adolescent health and health behaviors; and 3. Allow surveillance of adolescent health and health behaviors, including monitoring the effectiveness of intervention strategies to address sexual risks and the health of specific populations (geographic, LGBTQ gender equity, etc.). The Schools Health Profiles data will: 1. Provide DCPS with insight into the fidelity of implementation of health-related district policies and procedures; 2. Determine how well individual schools address the health needs of students through instruction and the connection of health to other initiatives; and 3. Complement the data from the YRBS by providing another dimension to review in an effort to improve quality of health education instruction and to better identify and correct areas in need of improvement. Outcomes for Component 2: The JPPHEA will continue to diffuse and strengthen existing program activities to reach more students and improve outcomes. Continued CDC funding over the next 5 years will improve and scale program components to establish a thorough and effective system of prevention. Over the next 5 years, the program will result in: 1. Continuation of existing program activities; 2. Further reduction in HIV/STD and teen pregnancy rates in the community; 3. Increase online accessible training to help educators to improve comfort level and fidelity in implementing SHE; 4. Increased opportunities to access sexual health services, eliminating barriers for students; 5. A marked increase in the percentage of students tested by the end of 2023; 6. Better opportunities for authentic student engagement in driving policy and practices in creating safe environments for all students; 7. An improved role for parents in the conversation about sexual health and safe environments, 8. Increased participation of the broader community in the conversation regarding comprehensive sexual health education.
