The Montana Office of Public Instruction (MT OPI) will continue to collect, analyze and disseminate scientifically valid data on adolescent health risk behaviors, including sexual risk behaviors, using the Youth Risk Behavior Survey (YRBS); and on school health policies and practices, including sexual health policies and practices, using the School Health Profiles (Profiles). Montana has attained weighted data for every YRBS since 1991, and Profiles since 1994. In Montana, the YRBS is the only self-reporting student survey administered to measure health risk behaviors that may result in mortality or morbidity. The proposed project will ensure that procedures and practices will be followed to continue providing weighted data results for both surveillance projects – Montana results and Chronic Targeted Subsets (anticipated). The MT OPI will work closely with CDC and Westat staff to conduct the YRBS and Profiles surveys in manners that certify weighted data results. Outcomes Weighted data results from the YRBS (2019, 2021 and 2023) and Profiles (2020 and 2022) will be disseminated by the state coordinator via conference presentations, web site postings, press releases, reports, flyers, brochures and fact sheets. The OPI will work with the CDC to produce weighted data YRBS results that include racial/ethnic subset data for American Indian students; a data subset that began with the 2011 YRBS. The MT OPI will produce a full report of YRBS data including 7 specific student populations: • High School (frequency distributions, graphs by gender/grade level, trend data) o Weighted data results for American Indian students • Grades 7-8, • American Indian students on reservations, • American Indian students in urban schools, • Alternative schools, • Non-public accredited schools and • Students with disabilities. In addition, cross-variable tabulations will be conducted to produce a series of Special Reports (e.g., Smokers, Suicide, Breakfast Eaters, et al,). These reports will provide school administrators with data necessary to improve and assist prevention program efforts, curriculum planning committees and other policy makers. The MT OPI will share the data with the state health department, tribal health councils, county-level task force/prevention programs, inter-agency coordinating council and other governmental and non-governmental organizations. The YRBS is a valid data source for their grant writing purposes as they develop programs to improve the health and well-being of youth. The Profiles and YRBS data are purposefully used in the development of testimony regarding adolescent and school health bills that are considered during legislative sessions. And as our nation addresses issues surrounding obesity, the Montana Team Nutrition program utilizes the data for their efforts and those involved with health and wellness policies. The MT OPI is requesting to be funded at $100,000 per year to continue and maintain a high-level standard of survey administration and reporting that is associated with the YRBS and Profiles.
