NMAC CDC-RFA-PS-24-0020 Component D: Technical Assistance for High-Impact HIV Prevention Programs & Component E: Organization/Workforce Development and Management for Community-Based Organizations - NMAC, the premier national HIV organization representing the nation’s community-based organizations (CBOs) and minority communities working to end the HIV epidemic, proposes a five-year project under CDC’s CBA for HIV Prevention Programs to End the HIV Epidemic in the U.S. – CDC-RFA-PS-24-0020. NMAC aims to focus on two components that are aligned with its core programmatic competencies and organizational partnerships: Component D – Technical Assistance for High-Impact HIV Prevention Programs and Component E – Organization/ Workforce Development and Management for CBOs. NMAC brings unparalleled expertise as training/TA/CBA providers and as national conference conveners to the proposed project with decades of experience supporting the HIV prevention workforce in health departments (HDs) and CBOs, extensive knowledge of the topics, and deep familiarity with the issues, needs, and challenges of addressing the obstacles that impede the way to end the HIV epidemic in the U.S. The long term outcomes of CBA for HIV prevention programs to end the HIV epidemic in the U.S. include: a nation-wide, highly skilled workforce that promotes and supports the reduction of new HIV infections; increased access to care; improved health outcomes for People with HIV; reduction of HIV-related health disparities and health inequities; and a coordinated response to end the HIV epidemic. NMAC recognizes that the HIV prevention workforce in HDs and CBOs require innovative solutions, problem-solving, and advanced CBA to accelerate HIV prevention efforts to address disparities, enhance interventions, and usher in greater organizational excellence and program leadership in CBOs over the next five (5) years. That means support for establishing new or re-negotiating existing relationships between HDs and CBOs and other healthcare providers and with priority populations to maximize efforts to ending the HIV epidemic, including increasing PrEP uptake among priority populations. SMART Objective for Component D CBA Network (Five-Year Overview): By March 31, 2025 and ongoing annually through March 31, 2029, NMAC will provide state-of-the-art CBA services and TA to HDs and CBOs to address challenges related to the planning, implementation, and evaluation of HIV prevention programs, reducing HIV-disparities, and addressing syndemic conditions and SDOH. These efforts will strengthen HD and CBO organizational capacity to support comprehensive, high-impact HIV prevention programs. SMART Objective for Component E (Part 1) on CBO Development and Management (Five-Year Overview): By March 31, 2025 and ongoing annually through March 31, 2029, NMAC will provide state-of-the-art CBA services to directly and indirectly funded CBOs to strengthen ODM activities and support HIV prevention program sustainability. These efforts will increase the capacity of CBOs in fiscal management, human resources, DEIA efforts, and other management functions; increase CBO leadership capacity; enhance CBO organizational capacity, sustainability, and quality of HIV prevention programs. SMART Objective for Component E (Part 2) on HIV CBO Leadership (Five-Year Overview): By March 31, 2025 and ongoing annually through March 31, 2029, NMAC will, in consultation with CDC, develop, implement, maintain, sustain, and evaluate a national distance learning HIV leadership program, National Learning Community for HIV CBO Leadership. This distance-learning program will support the leadership within CDC directly and indirectly funded CBOs seeking CQI of their HIV prevention programs and organizational sustainability.
