NASTAD (National Alliance of State and Territorial AIDS Directors), the premier national public health organization representing all state, territorial, and CDC directly funded city/county health department (HD) HIV and hepatitis programs, proposes a three-year project in response to PS19-1909 ? National Harm Reduction Technical Assistance (TA) and Syringe Services Program (SSP) Monitoring and Evaluation. NASTAD has the demonstrated expertise, experience, and partnerships to successfully implement the proposed project under PS19-1909 Components 1 and 1A to establish a national harm reduction TA center and national training network and support patient navigation within select SSPs through demonstration projects. NASTAD has been at the forefront of national public health organizations in championing the benefits of SSPs for reducing HIV and hepatitis infections in communities and improving drug user health. Increases in opioid use, transmission of hepatitis and HIV, and overdose deaths experienced across the country highlight the important need for governmental public health action. NASTAD and proposed national partner AIDS United (AU) are among the nation?s most experienced, effective and trusted providers of TA to HDs and CBOs in support of drug user health programs, including establishment and operation of SSPs. NASTAD has well-established relationships with SSPs, subject matter experts in drug user health and harm reduction, and key stakeholders in every state to carry out this collaborative project. It is without exaggeration that no other national organization can equal NASTAD?s experience working at the nexus of drug user health/SSPs, HIV and hepatitis care, treatment and prevention and state/local public HDs ? key ingredients for successfully coordinating a national harm reduction TA and patient navigation program in support of SSPs.Under Component 1, NASTAD will collaboratively develop and deliver a national comprehensive TA program to in crease harm reduction knowledge, skills and competencies of staff supporting existing SSPs to state and local HDs or CBOs wishing to develop and implement SSPs. TA will address, among other topics: providing comprehensive services to PWID, linkage to care, monitoring and evaluation, building local champions and stakeholder support, delivering services in diverse geographic areas, and working with law enforcement. In addition to providing TA, NASTAD will create a TA toolkit that will be available to all SSPs working to deliver effective services in a variety of settings with different levels of resources and local service availability. NASTAD will also develop a national training network to support sustainable regional and local expertise to provide ongoing TA. Under Component 1A, NASTAD will pilot a 1-year program aiming to increase the role of patient navigators at 8 SSPs to link clients with opioid use disorder to medication-assisted treatment (MAT), and to ancillary services offering care and treatment for infectious diseases associated with injection drug use, including viral hepatitis and HIV. The primary focus of the SSP patient navigation program is to link clients of SSPs to community-based programs that address the medical and psychosocial needs of PWID, to effectively track navigation work and outcomes, and to develop guidance on replicating successes that can be used in the Harm Reduction TA toolkit that will result from Component 1.
