The California Prevention Training Center (CAPTC), on behalf of Public Health Foundation Enterprises (PHFE) dba Heluna Health, submits an application for the Western Geographic Region (WGR) Capacity Building Assistance (CBA) Program. The purpose of our proposed program is to implement a regional CBA program in the WGR under Component 2, Track C, to strengthen the HIV provider workforce by improving competencies, technical expertise, and organizational capacity, and strengthening structural environments to improve HIV prevention programming. These approaches will help reduce new infections and sustain optimum health among PLWRH, and foster successful planning, integration, and implementation, to sustain comprehensive, integrated HIV prevention programs and services. We will 1) develop a workplan to guide CAPTC delivery of CBA for jurisdictions residing in the WGR, 2) provide Component 2, Track C CBA, 3) develop CBA plans for jurisdictions residing in the WGR, 4) develop one regional CBA plan to guide HIV prevention programing for CDC-funded programs within the WGR, and 5) monitor and evaluate CBA delivery throughout the five-year funding cycle. Short-term Outcomes: of our proposed program will include strengthened capacity of CDC-funded programs to implement integrated HIV activities and structural interventions. Intermediate Outcomes will include increased identification of newly and previously diagnosed HIV infections, improved linkage to HIV prevention services for PWH and HIV-negative persons, and improved linkage to and retention in HIV medical care and essential supportive services for PWH and HIV-negative persons.
