Newark Beth Israel Medical Center (NBIMC) proposes to build upon its CDC PS15-1502 strategies to target high-risk heterosexual Black/African American and Hispanic/Latino women and men between the ages of 13-64 residing in the Newark Eligible Metropolitan Area for its proposed CDC PS21-2102 Comprehensive HIV Prevention Program. The service area and target population were selected based on high prevalence, incidence and morbidity from HIV, and in accordance with the Ending the HIV Epidemic: A Plan for America Initiative (EHE) and New Jersey Integrated HIV Prevention and Care Plan, 2017-2021. The Family Treatment Center at NBIMC, where the AIDS Program is located, is situated in Essex County, NJ, one of two counties in the State identified by EHE Phase I as areas of focus.
With PS21-2102 funding, and through community-based collaborations (enhanced existing and newly developed), NBIMC will increase its capacity to provide targeted HIV testing (including Couples Testing); referrals to Partner Services; link PLWH with HIV medical care and ART; provide evidence-based medication adherence activities; refer clients for prevention and essential support services; and deliver targeted risk-reduction messaging.
By the end of the five-year project period, NBIMC aims to increase availability of HIV testing, increase access to HIV medical care for PLWH, increase viral load suppression among PLWH, and improve community response to HIV transmission and clusters, thereby reducing new HIV infections, improving health outcomes for PLWH, and reducing HIV-related disparities and death among PLWH. At the end of the five-year project period, NBIMC expects to reach 8,275 total persons through targeted testing, the evidence-based Anti-Retroviral Treatment and Access to Services (ARTAS), Stay Connected, Safe in the City and Sister to Sister interventions, and community events (1,225 in Year 1; 1,725 in Year 2; and 1,775 in Years 3, 4 and 5); including HIV-positive and high-risk HIV-negative persons residing in the Newark EMA, through its High-Impact HIV Prevention Program.
