Michigan has been an active participant in MMP for many years with the goals of assessing quality of care, guiding resource allocation, and contributing to the national efforts to improve care for people living with HIV. MMP staff are integrated with HIV Surveillance staff and have access to several surveillance tools including the Enhanced HIV/AIDS Registry (eHARS), the electronic Laboratory Management System (LMS) and the Michigan Disease Surveillance System (MDSS) used to capture demographics, care status, health facility, and laboratory data on eligible for MMP sampling. Michigan’s NHSS data has phone numbers for 37% of prevalent cases and full addresses (street, city, zip) on 90% of cases. We have current facility of care for more than 75% of prevalent cases and 99% completeness for name and date of birth. Michigan’s surveillance program obtained access to TransUnion TLO in 2016. In addition to quarterly cleanings performed by the eHARS Data Manager, information received from TLO batches is used for data cleaning and to aid Partner Services with contacting newly diagnosed persons. Michigan was funded as a pilot site for the initial MMP project in 2005. Between 2007, when genuine data collection began and 2014, Michigan interviewed 1,105 participants and performed 1,621 medical records on behalf of the project. Michigan’s award was continued in 2015 under the CSBS methodology where MMP staff have successfully met each performance benchmark in cycles 2015-2018. The total number of interviews and abstractions completed were 699 and 668, respectively. MMP data is used nationally and locally to support unmet need numbers and assess behaviors and care trends for those who have HIV. Historical MMP data has provided Michigan with statistics pertaining to ART use, referral services, health care coverage, and service utilization, unmet needs, and other clinical factors. The MMP team has a close relationship with the Ryan White Continuum of Care Uni t.
