Partner Promotion of Strategies to Advance Oral Health Component 1 - The Association of State & Territorial Dental Directors (ASTDD), a national non-profit (501 c 6) representing state /territorial oral health programs (S/TOHP), formulates & promotes dental public health policy, assists S/TOHP in developing & implementing programs & policies for the prevention of oral diseases & building infrastructure & capacity; strengthens professionals' competencies; promotes & shares resources with collaborators. ASTDD is applying for CDC-RFA-DP-24-0049 Partner Promotion of Strategies to Advance Oral Health Component 1 that supports CDC-RFA-DP24-0048 for States. ASTDD has more than 25 years of experience with CDC & other cooperative agreements & contracts & collaborating with federal agencies & national organizations. Most S/TOHP don’t provide direct clinical care although they may administer, fund, or support care or provide TA/training. S/TOHP vary in location within the health agency, staffing expertise, size, funding, & focus. Professionals serving in S/TOHP as dental directors or staff include public health dentists, those from community health centers or private practice, dental hygienists, dental assistants, or non-oral health professionals. They interact with multiple dental & non-dental partners & coalitions. ASTDD maintains a virtual central office in Reno, NV, administered by an executive director who will be Project Director & is a previous state dental director & ASTDD Board member. She is assisted by a business advisor who has worked with ASTDD since 2000. ASTDD is governed by a nine-member Board with 62 dental director members, 26 life members, & 558 associate members, half affiliated with S/TOHP. Thirteen subject matter expert consultants/contractors with diverse backgrounds & long-term experience with ASTDD will provide staffing & conduct activities with partners & hundreds of volunteer members & non-members from several professions & settings for this project. Component 1 of this CDC three-year cooperative agreement funds a national partner to support state recipients for partnerships & interventions in multiple settings that increase access to community water fluoridation (CWF) & evidence-based preventive dental services (EBPDS) such as dental sealants & fluoride varnish for school-age children, that lead to a reduction in dental caries, changes in policies & systems, reductions in health disparities across sociodemographic characteristics, & increases in health equity in populations of focus. ASTDD will collaborate with national partner recipients of Components 2 & 3 of CDC-RFA-DP-24-0049. Year one focuses on collaborations including secondary data sharing with national partners to help identify & support priorities for CDC & state recipients to address states’ needs for populations of focus; assessing & providing training/TA such as workshops, webinars, Communities of Practice, 1:1 TA; developing resources such as templates, toolkits, website links, listserv messages; establishing & using preferred & effective communication routes such as ZOOM calls, social media, Weekly Digest announcements, Roundup newsletters. Subsequent years build on these activities with disseminated summaries of successes, lessons learned, barriers or setbacks documented, & case studies & best practices shared. An experienced evaluation team working with with CDC staff uses quantitative & qualitative methods to inform states’ performance measurements, provide TA/training, promote health equity, & document quality improvement. Strategies & activities will not duplicate other funded activities or focus areas but will collaborate with multiple national partners, state recipients & state multi-sector partners to support states & leverage resources & expertise.
