Center for Asian American, Native Hawaiian and Pacific Islander Excellence, Empowerment and Equity (CAHPE3) Network (pronounced "Cape3" Network - Abstract Asian Pacific Partners for Empowerment, Advocacy and Leadership (APPEAL), a national non-profit health justice organization serving Asian Americans (AAs), Native Hawaiian and Pacific Islander (NH/PIs) communities, will be the lead organization and fiscal sponsor for this proposed Center for Asian American, Native Hawaiian and Pacific Islander Excellence, Empowerment and Equity (CAHPE3) Network (pronounced “Cape3” Network). APPEAL proposes to develop and implement this population-specific CAHPE3 Network by expanding the current CDC-funded AA and NHPI national network on commercial tobacco and cancer prevention and control called the APPEAL ASPIRE Network. The APPEAL Network, which currently consists of over 1200 organizational and individual members in all 50 U.S. states and the six U.S.-associated Pacific Island territories/jurisdictions, includes community-based organizations, faith-based groups, clinics, coalitions, state and local health departments, hospitals, federal agencies, foundations, media, policymakers and academic institutions in both urban and rural areas. For 28 years, APPEAL has developed active, broad-based, collaborative networks with great reach and depth by demonstrating strong infrastructure, tobacco and cancer control expertise, experience implementing policy, systems and environmental (PSE) change, vast community experience and authentic community engagement. APPEAL is the only national AA and NH/PI organization with tobacco and cancer control as its core programmatic and policy work. The overall goal and purpose of the CAHPE3 Network Project is to accelerate the decline in commercial tobacco use and reduce the incidence and mortality of cancer impacting the diverse AAs and NH/PI community that faces a higher burden of tobacco- and cancer-related health disparities. This will include: 1) to increase the participation within the diverse, multi-sector CAHPE3 Network by expanding Network membership and amplifying the engagement and interaction between Network members; 2) to implement Communities of Practice (CoPs) on Social Determinants of Health (SDoH) that can reach and impact the AA and NH/PI communities; 3) to increase the knowledge of NTCP, NCCCP, state, local and community-based programs of evidence-based/promising practice PSE interventions that can advance health equity for impacted AA and NH/PI populations by using proven APPEAL models of technical assistance and training; and 4) to increase health communications interventions and messages for AA and NH/PI communities on commercial tobacco and cancer prevention using traditional and digital media and communication channels. The implementation of the CAHPE3 Network Project Work Plan will be guided by APPEAL’s strategic framework that develops and implements effective (policy, systems and environmental) PSE strategies and advances health equity and the elimination of health disparities by addressing SDoH.
