Geographic Health Equity Alliance (GHEA) - CADCA is proposing to continue its administration and management of the Geographic Health Equity Alliance (GHEA) National Network and to build upon the success of the previous funding cycles (including DP18-1808). GHEA will impact the prevalence of commercial tobacco use and cancer related health disparities among geographically defined populations with high commercial tobacco use, specifically rural areas of the South and Midwest. Strategies include network administration/management; establishing/administering/managing 5 Communities of Practice (CoP) focused on Social Determinants of Health (SDOH); training delivery/technical assistance in the implementation of evidence-based/promising practice-based policy, systems, and environmental (PSE) change interventions; and mass reach health communication. Program outcomes include: increased participation in CoP, knowledge of the National and State Tobacco Control Program, National Comprehensive Cancer Control Program and other programs/partners through training and technical assistance (TA); and advancing of health equity through implementing (1) PSE change interventions; (2) innovative interventions addressing SDOH; and (3) mass reach health communication efforts.
Certain policies and practices have led to significant geographical differences in the prevalence of commercial tobacco use, as well as poor health outcomes associated with tobacco, within the US, specifically the rural South and Midwest. The lack of regulatory action by state and local governments has led to higher rates of secondhand smoke exposure, furthering the rates of tobacco-related chronic conditions such as cancer, heart disease, chronic lower respiratory disease, and stroke in these areas.
CADCA is the nation’s leading substance misuse prevention organization representing more than 5,000 community coalitions across the country and internationally. CADCA has been training local grassroots groups, known as community coalitions, in effective community-level problem-solving strategies; teaching them how to assess their local substance misuse problems (commercial tobacco, alcohol, other drugs); and develop comprehensive plans to address them. CADCA’s mission is to strengthen the capacity of community coalitions to create and maintain safe, healthy and drug-free communities globally. CADCA provides community coalitions training and technical assistance (TTA) related to strategic planning, public policy and advocacy, media strategies and more.
As the current National Network focused on geographically defined population, CADCA and GHEA have a long history of working collaboratively with CDC Projects and CDC-Funded and non-CDC funded organizations to provide TTA to National and State Tobacco Control Program (NTCP) and National Comprehensive Cancer Control Program (NCCCP) grantees. GHEA has also maintained many long-term partnerships with federal, state, and local agencies to provide continued expert-level support to state public health programs and community coalitions focused on geographically defined populations, specifically rural areas in the South and Midwest.
The included project narrative shows how GHEA aims to decrease commercial tobacco use and reduce the incidence/mortality of tobacco-related cancers among geographically defined populations with high tobacco use.
