COMPONENT ONE The purpose of this proposed project is to ensure that Nebraska has the infrastructure and capacity to implement evidence-based environmental, policy and system interventions, strategies and activities to achieve four state goals (1) prevent initiation of tobacco use among youth and adults; (2) promote quitting among adults and youth; (3) eliminate exposure to secondhand smoke; 4) identify and eliminate tobacco-related disparities among population groups. The program activities and strategies are aligned with CDC Best Practices for Comprehensive Tobacco Control Programs overarching components of (1) State and community interventions, (2) Mass-reach health communication interventions, (3) Tobacco use and dependence treatment interventions, (4) Surveillance and evaluation, and (5) Infrastructure, administration and management. COMPONENT TWO The purpose of this application is to ensure that the Nebraska Tobacco Quitline continues to expand the program's capacity to implement population-based approaches designed to produce durable changes in environments, health systems and social norms that motivate people who use tobacco products to quit and make it easier for them to succeed in quitting. Strategies and activities designed to achieve the goals of (1) Improving Quitline infrastructure (2) Enhancing Quitline sustainability; (3) Expanding implementation and reach of evidenced-based tobacco use Dependence treatment services including Quitline; (4) Assessing tobacco use and dependence disparities & reducing barriers to effective tobacco use and dependence treatment; (5) Increasing awareness of quit support services; and (6) Evaluating the reach and effectiveness of quit support services. OUTCOMES: Outcomes for this project include: reduce tobacco use among youth and adults; decrease percentage of youth who have tried any tobacco product, including e-cigarettes; reduce tobacco-related disparities, including smoking among those making less than $35,000 annually; increase the percentage of Nebraskans protected by comprehensive smoke-free & aerosol-free laws; increase comprehensive smoke-free policies for multi-unit housing properties, mental health facility campuses, and substance abuse treatment facility campuses; increase comprehensive tobacco-free campus policies at schools, colleges, and universities; increase awareness and utilization of the Nebraska Tobacco Quitline services including calls and referrals; increase tobacco use screening by providers including mental health, substance abuse, and oral health providers; and increase program capacity and sustainability through infrastructure and funding. Identifying and addressing tobacco-related disparities is a priority will all project strategies and activities.
