PROJECT ABSTRACT Objective: Well-Ahead Louisiana’s Tobacco Control Program (WAL-TCP) project proposal addresses the need for interventions to prevent the initiation and reduce the burden of tobacco use and dependence in Louisiana by implementing evidence-based strategies and leveraging resources from multiple partners and stakeholders. Project Proposal: WAL-TCP proposes to expand on the foundation built by the program by implementing statewide and local strategies to reduce tobacco-related health inequities, morbidity and mortality in Louisiana and to promote tobacco use and dependence treatment, including the Louisiana Tobacco Quitline, to current tobacco users. This will be done through a comprehensive and collaborate approach, with focus given to individuals with a behavioral health diagnosis, residents with a lower socioeconomic status and those with a disability in order to reduce their tobacco-related health disparities. Purpose: The purpose of WAL-TCP’s proposal is to improve the health of Louisiana residents by preventing the initiation of tobacco use among youth and young adults; decreasing tobacco-related health disparities; protecting residents from secondhand smoke and e-cigarette emissions; and ensuring that every Louisianan has access to safe, effective treatments for tobacco use and dependence. Outcomes: During the project period, WAL-TCP anticipates increased knowledge among decision makers about the dangers of tobacco use and effective tobacco control interventions, decreased exposure to tobacco marketing and access to tobacco products, decreased youth susceptibility to experimentation with tobacco products and an increased number of Louisiana residents protected by comprehensive smoke-free ordinances. More health care systems will have tobacco use and dependence treatment programs and processes in place, and there will be decreased barriers and increased access to coverage of treatments, along with increased utilization of evidence-based quit support services, quit attempts – including residents from disparate populations – and 30-day quit rate. WAL-TCP will have increased capacity through staff and public-private partnerships, with increased health communication interventions and increased collection, analysis and dissemination of data to support the project’s objectives, as well as increased development of innovative and/or promising practices that contribute to the tobacco-control evidence base. Evaluation: WAL-TCP will allocate 10% of the award to support surveillance and evaluation activities conducted by the WAL surveillance and evaluation (S&E) team. S&E will conduct annual performance reports to assess completion of project objectives, and evaluation plans will be developed in close collaboration with the Louisiana Tobacco Coalition. Through engaged data, WAL-TCP plans to promote action and inform program planning. Additionally, WAL-TCP will create a Tobacco Evaluation Advisory Committee – with 8-10 representatives from community programs, academic institutions and governmental partners – who will meet quarterly to inform key evaluation components and support WAL-TCP in interpreting and disseminating results. Key Personnel: Key personnel from WAL-TCP include a Tobacco Control Program Manager, Youth Prevention Manager, Cessation Coordinator, Health Policy Coordinator, Epidemiologist, Evaluator, Creative Specialist and Communications Manager.
