With dedicated funding from the Centers for Disease Control and Prevention (CDC) National Tobacco Control Program (NTCP) DP20-2001, the Minnesota Department of Health (MDH) will advance our five year goals and objectives that are based on CDC Best Practices for Comprehensive Tobacco Control Programs – 2014 and The Community Guide to align with the overarching goals of Minnesota’s Tobacco Control Framework 2016-2021. MDH will build on our statewide success expanding evidence-based, culturally appropriate policy, systems, and environmental (PSE) strategies and activities. In collaboration with our state, local, and tribal partners, MDH will advance our NTCP objectives to decrease commercial tobacco use and exposure and advance health equity by 2025. MDH will advance state, community, and tribal level PSE strategies and activities in Component 1 to address statewide prevention of initiation of emerging tobacco products including e-cigarettes for youth and young adults, eliminate secondhand smoke and e-cigarette aerosol, and address commercial tobacco use dependence and treatment. MDH will advance our efforts through the three required populations including the behavioral health, African Americans, youth and young adults. Additional populations disparately impacted by commercial tobacco use will be reached through our state grant funded programs including American Indian, LGBTQ, rural, urban, low SES, and Medicaid. Strong internal collaborations at MDH advance our goals in partnership with CDC-funded programs including Oral Health, Comprehensive Cancer Control, Asthma, and Diabetes, Heart Disease and Stroke. MDH maintains active partnerships with the state tobacco control coalition, Minnesotans for Smoke-Free Coalition, and the Lung Mind Alliance working with the behavioral health providers. MDH will expand our efforts to reach populations harmed by commercial tobacco use and connect them to evidence-based cessation services by advancing PSE strategies and activities in Component 2. MDH will maintain an infrastructure for quitline support for all Minnesota residents and work to enhance services and programs available through the quitline to engage populations most disparately impacted by commercial tobacco. MDH will expand marketing strategies to promote the quitline statewide, including specific promotional activities to individuals including: health care providers, youth, and populations identified as target populations within the proposal. MDH will maintain strong partnerships with other internal CDC-funded programs, health insurers, and external partners, as well as contracts with our service and marketing providers, to further advance goals outlined in the Commercial Tobacco Use and Dependence Treatment Support System RFA.
