Project Abstract: The Louisiana Department of Health (LDH), Office of Public Health (OPH), Bureau of Family Health (BFH) surveils infant, child and maternal mortality through Fetal Infant Mortality Review (FIMR), Child Death Review (CDR), and Pregnancy Associated Mortality Review (PAMR). Findings and data-driven recommendations are delivered to the public via reports, and to the legislatively authorized Healthy Moms, Healthy Babies Advisory Council, the Louisiana State Child Death Review, the Louisiana Commission for Perinatal Care and the Prevention of Infant Mortality, and the Louisiana Perinatal Quality Collaborative (PQC) for statewide implementation. The Preventing Maternal Deaths: Supporting Maternal Mortality Review Committee Grant is an opportunity for Louisiana to rapidly improve timeliness and relevance of reporting, illuminate strategies for immediate action, and ultimately improve health across the life course for women, families and communities. 1. Purpose The Preventing Maternal Deaths Grant is an opportunity for the Louisiana Pregnancy Associated Mortality Review (LA-PAMR) to manage and enhance comprehensive review of maternal deaths for identifying prevention opportunities. 2. Outcomes BFH seeks to decrease the rate of maternal mortality in Louisiana by eliminating all preventable maternal deaths. LA-PAMR findings inform prevention, awareness, and health promotion strategies, improve policies and practices of systems serving families, and advance the implementation of data driven recommendations. 3. Strategies Through this funding opportunity, BFH will improve upon existing activities for maternal mortality surveillance, by: • Building sufficient, sustainable capacity to achieve timely maternal mortality review from data to action within two years of a pregnancy-associated death in Louisiana. • Disseminating findings proactively to the Louisiana Perinatal Quality Collaborative hospital leadership to support implementation of data driven recommendations and achieve a shared aim: the elimination of preventable maternal morbidity and associated racial disparities. • Developing processes that increase community representation and family experiences in LA-PAMR process through: a) decedent family interviewing using validated tools and a trauma-informed approach, b) supported layperson representation on the review team and c) durable community advisory participation as a pathway for community input into development and implementation of recommendations. LA-PAMR findings and recommendations will be used to prevent maternal mortality through legislative engagement, provision of data to stakeholders including payers, and informing collaborative evidence-based prevention efforts. This involves active engagement with partners such as the Louisiana Perinatal Quality Collaborative, state agencies, coroners, first responders, law enforcement, healthcare providers, and healthcare systems.
