Oregon Healthy Schools Abstract Summary This submission is Oregon’s response to the Centers for Disease Control and Prevention’s Improving Student Health and Academic Achievement through Nutrition, Physical Activity and the Management of Chronic Conditions in Schools (Notice of Funding Opportunity Number CDC-RFA-DP18-1801). The Oregon Department of Education (ODE) will use funding from this opportunity to increase the number of students who consume nutritious food and beverages aligned with the Dietary Guidelines for Americans; increase the number of students who participate in daily physical education and physical activity (with a goal of sixty minutes a day); and increase the number of students who can effectively manage their chronic health conditions. ODE will achieve these outcomes by accelerating policies, programs, and practices in pre K -12 educational settings, including “out of school time” programs. To achieve the outcomes listed above, Oregon will activate internal ODE teams to collaborate with school health stakeholders, partner organizations, and local education agencies (LEAs). This collective impact will strengthen infrastructures, assist in executing quality professional development and training, and provide comprehensive technical assistance to priority and statewide LEAs and partner organizations. The proposed work plan will support and expand existing systems through partnership engagement, skill development, strategic communication, surveillance and epidemiology and evaluation. Oregon will increase capacity among partner agencies and the K-12 educational system to promote and implement policies, programs and practices specific to nutrition, physical activity and physical education and management of chronic conditions. ODE will target populations at highest risk for obesity and other chronic conditions as well as populations with high rates of health and education disparities. Using the proposed strategies and activities, Oregon will increase the skill among individuals trained to improve student health; increase the skill in implementing school health policies and practices among individuals or teams; increase the percentage of schools that do not sell less healthy foods and beverages (soda pop or fruit drink sport drinks, baked goods, salty snacks, candy); increase the percentage of schools that have established, implemented and/or evaluated a Comprehensive School Physical Activity Program (CSPAP); increase the percentage of schools that provide case management for students with chronic health conditions; increase the percentage of individuals or teams who have been able to transfer school health skills into practice. In addition, efforts will result in an increase in the percentage of students who ate vegetables 3 or more times per day; increase the percentage of students who ate fruit or drank 100% fruit juices two or more times per day; and increase the percentage of students participating in 60 minutes of daily physical activity*. Through this funding opportunity, Oregon will leverage recent legislative efforts, and demonstrate that evidence based practices focused on the Whole School, Whole Child, Whole Community (WSCC) model lead to improved student health and academic achievement. * Outcomes will be collected using surveillance systems (i.e. School Heath Profiles (Profiles), Oregon Healthy Teens Survey (OHT) and reported by CDC and Oregon Health Authority, Public Health Division.
