Louisiana Healthy School Communities Objective: LDOE’s project proposal will address CDC Priority 1: Improving Student Health and Academic Achievement through Nutrition, Physical Activity and the Management of Chronic Health Conditions in Schools Project Proposal: Louisiana Department of Education Healthy School Communities (LDOE), in partnership with Louisiana Department of Health (LDH) will provide support and resources to the following LEAs: East Baton Rouge, St. Landry, Calcasieu, Lafayette, Monroe City and Tangipahoa. Purpose: To improve student health and academic achievement through building a stronger statewide infrastructure, increasing professional development (PD) offerings, and providing technical assistance (TA) to support nutrition, physical activity and management of chronic condition. Through LDOE and LDH development of infrastructure, PD/trainings, and use of technology, Louisiana LEAs will be equipped for long-term engagement of community partners to implement the Whole School, Whole Community, Whole Child (WSCC) model. Outcomes: At the conclusion of the 5-year cooperative agreement, Louisiana Healthy School Communities and LDH anticipate increasing the skills among individuals trained by the Healthy Schools Training Krewe (Krewe) and with the support from the Alliance for Healthier Generation. In addition, the project should result in increasing the percentage of schools that (1) do not sell less healthy foods and beverages; (2) establish, implement and/or evaluate Comprehensive School Physical Activity Program (CSPAP); and (3) provide case management for students with chronic health conditions. Finally, Louisiana Healthy School Communities anticipates an increase in the students who (1) eat vegetables 3 or more times per day, (2) eat fruit or drank 100% fruit juice two or more times per day, and (3) participate in 60 minutes of daily physical activity (PA). Evaluation: LDOE will allocate 10% of the award to support surveillance and evaluation activities conducted by the LDH Surveillance and Evaluation Team. The current evaluation plan includes a process, outcomes, and impact evaluation. Program activities effectiveness and efficiency will be assessed using these evaluations will be used to assess the current program activities. In addition, the impact evaluation will provide valuable insight into the longitudinal effects of the program on healthy behaviors, particularly among priority populations. The evaluation team will conduct process evaluation in years 2 and 4 and outcomes evaluations in years 3 and 5. The evaluation Team will conduct impact evaluation in year 2 and annually thereafter. Key Personnel: Key personnel for the project are from LDOE-Healthy School Communities Section, LDH, and the Alliance for a Healthier Generation (Alliance). Stephen Guccione with LDOE-Healthy Schools Community will serve as Project Director, with Michael Comeaux- Section Leader, and Janice Zube providing in-kind support. From LDH, Emily Pineda, Colleen Arceneaux, will provide support along Erica Gilliam from the Alliance. From LDH, Anne Preaux will serving as the program evaluator.
