The Office of Superintendent of Public Instruction (OSPI) is Washington’s State Education Agency (SEA) that is applying for the CDCs, Improving Student Health and Academic Achievement through Nutrition, Physical Activity and the Management of Chronic Conditions in Schools (CDC-RFA-DP18-1801, Priority 1). For the past 15 years, Washington has a long and positive history of receiving funding from CDC which has been the major coordinating vehicle for school health across programs internally as well as externally with the Department of Health (DOH) and other state partners in Washington. The purpose of Healthy Schools Washington (HSW) is to improve project outcomes over the five-year period by (a) increasing the number of students who consume nutritious food and beverages, (b) increasing the number of students participating in daily physical education and physical activity, and (c) increasing the number of students who can effectively manage their chronic health conditions through concerted efforts of infrastructure building, implementing professional developments (PD), and delivering technical assistance (TA). OSPI is excited to implement this grant opportunity to continue to collaborate with education and public health partners across the state to institutionalize the administration, collection, and dissemination of weighted data for the School Health Profiles and Healthy Youth Survey (HYS) – our state equivalent to Youth Risk Behavior Survey (YRBS) in Washington State. We will monitor and improve all outcomes over the five-year project period. There is dire need to improve health and dietary behaviors particularly in our priority districts. Nearly 64% of adults in Washington are obese or overweight (CDC, Obesity Data, 2016). In Washington, 81% of 12th graders do not eat 5 servings of fruits and vegetables daily and 79% drank sugar-sweetened beverages in the past week (HYS, 2016). One priority district has 54,424 students in 103 schools with 154 languages spoken, 53% are non-white, 34% live in or near the federal poverty level, 25% are English Language Learners, and 89% of 10th graders did not participate in daily PE (Washington State School Report Card, 2016-17 and HYS, 2016). Another priority district has 312 students, 60% are non-white, 67% live in or near the federal poverty level, and 50% of 10th grade students are obese or overweight (Washington State School Report Card, 2016-17 and HYS, 2016). OSPI will improve infrastructure by building and facilitating the Healthy Schools Statewide Coalition and adding a new cadre, Healthy Schools Training Team, which will provide targeted professional development (PD) and technical assistance (TA) to schools, districts, and at statewide conferences. The focus will be on the Whole School, Whole Community, Whole Child model with support on wellness policy improvement, implementation, and evaluation using CDC’s evidence-based resources. We will develop a statewide system for management of chronic health conditions by identifying models and developing an assessment tool to ensure continuation of care between schools and out-of-school time settings. The HSW Staff and external evaluator will develop and ensure that a comprehensive evaluation is used and public health objectives are met. HSW will allocate 10% of our award to support evaluation activities, collect and use quality process and outcome evaluation data. OSPI is requesting $400,000 for the project from June 30, 2018 – July 1, 2019. This will continue throughout the five year period dependent on the availability of funds from CDC. The HSW project is an organized, effective and efficient approach to maximizing the health and well-being of both students and staff to contribute to a student’s well-being and readiness to learn. This is a coordinated approach in policies, programs and services that ensure healthy schools and healthy and successful students.
