The Division of Cancer Prevention and Control at the Alabama Department of Public Health will implement cancer prevention and control programs to reduce morbidity, mortality, and related health disparities by implementing and sustaining four domains across three programs. The domains are epidemiology and surveillance, environmental approaches, health care system interventions, and community programs linked to clinical services. The Division will provide leadership management and oversight for all cancer activities.The Alabama Breast and Cervical Cancer Early Detection Program (ABCCEDP) will implement breast and cervical cancer screening services to uninsured, and underinsured women and implement key evidence-based activities to reduce structural barriers to screening within health systems in the State of Alabama. ABCCEDP will support and provide high quality breast and cervical cancer screening services in collaboration with the Alabama Comprehensive Cancer Control Program (ACCCP), the Alabama Statewide Cancer Registry (ASCR), and the Alabama Department of Public Health (ADPH) chronic disease programs including cardiovascular, tobacco, and nutrition and physical activity programs. The program will provide quality screening and diagnostic services to underserved women through contracted providers and utilize evidence-based interventions to reduce disparities by educating and recruiting African American women for screening services. Early detection, in turn, leads to reduction in incidence, mortality and percent of late stage of breast and cervical cancers.ACCCP will implement policy, systems, and environmental (PSE) approaches to help prevent cancer. It will also facilitate community-clinical linkages to reduce the cancer burden in Alabama and help support Alabamians who have or are at risk for chronic diseases. The PSE approaches will be implemented form the new Alabama Comprehensive Cancer Control Coalition (ACCCC) State Plan, The Path to Cance r Control in Alabama, 2016-2021. The plan is designed to develop and sustain an integrated approach to reducing cancer incidence, morbidity, and mortality, and to improve the quality of life and care for cancer survivors, their families, and their caregivers. Through implementation of this plan, the ACCCP will address the Centers for Disease Control and Preventions (CDC) current priority areas, emphasizing primary prevention. The ACCCP will also work to coordinate early detection and treatment interventions, address pubic health needs to cancer survivors, implement policies to sustain cancer control, eliminate disparities to achieve health equity, and measure outcomes and impact through evaluation. Through funds from Grant DP17-1701, the ACCCP plans to build on the success of previous efforts of cancer control in the state and work towards fulfilling new objectives to address cancer prevention efforts and disparities.ASCR will continue its population-based core cancer registry program. In an effort to build upon the foundation established in prior years, the ASCR will continue to increase electronic reporting of cancer registry data to aide in timeliness, completeness, and quality. The ASCR will also continue to educate internal staff as well as external reporting sources to ensure the data received is of the highest quality and will work to increase providers for reporting through follow-back efforts and linkages. The certified tumor registrar profession will remain a priority for the collection of data. Data provided from the ASCR will be further utilized by ADPH programs and external partners to reduce the cancer burden.
