American Indian and Alaska Native Tribal communities and those living within and being served by Tribal health systems are at increased vulnerability to emerging or re-emerging infectious diseases due to a lack of infrastructure to support public health emergency planning and responsiveness to prevent and control outbreaks, and lack of resources and efficacy to implement such strategies within their own communities. In order to address these gaps, NIHB is proposing a project that seeks to work alongside the CDC outbreak team to support a temporary emergency-based infrastructure for Indian Country during an outbreak with wide-reaching information gathering and dissemination to support increase of knowledge about the disease, creation of new tools and resources, and adoption of existing prevention and control materials; capacity building and training activities to engage public health and healthcare specialists and vulnerable populations to increase their ability to prevent and control the outbreak; and evaluation activities to understand the impact and effectiveness of strategies and activities put into place – both by NIHB and the federal government – all to improve clinical and public health outcomes. NIHB will work across all five program strategies (and has constructed with objectives that align with the five strategies): disseminate and adopt, inform and adapt, target and train, integrate and extend, and evaluate and improve. NIHB is requesting $1,000,000 to support a twelve month workplan that will ensure that Tribes are not left out of the response and mobilization to combat another rapidly spreading deadly infectious disease - much like the ones that decimated American Indian and Alaska Native populations hundreds of years ago when colonizers first arrived.
