The Utah Department of Health is requesting ELC funding to build epidemiology, laboratory, and health information systems capacity, and conduct the following activities related to infectious disease surveillance and response: • Activity A (Cross-Cutting Epi and Lab Capacity): needs assessment to identify gaps and training needs; enhance skills to maintain pace with novel techniques; outbreak response and management; AMD training; improve review of surveillance data; foster collaboration. • Activity B (ELC Leadership, Management and Administration): manage ELC activities across all ELC programs and projects, including planning, coordination, and finances. • Activity C (Health Information Systems Capacity): continue integration of surveillance systems; improve data sharing; enhance infrastructure; on-board additional feeds to NSSP; continue enhancements to EpiTrax; participate in NNDSS Modernization Initiative. • Activity D (Impact and Evaluation): build upon existing evaluation foundation; continue monitoring and improvement of ELC activities; build capacity for evaluation; conduct impact evaluations on various ELC activities. • Activity E (Cross-Cutting Emerging Issues): implement enhanced surveillance, testing, and mitigation strategies during an outbreak. • Activity F (Foodborne, Waterborne, Enteric, and Environmentally Transmitted Diseases): rapidly detect and identify sources of foodborne infections; perform Pulsed-Field Gel Electrophoresis and Whole Genome Sequencing on all enteric isolates. • Activity G1 (Healthcare-associated Infections, Antibiotic Resistance, and Antibiotic Stewardship): nosocomial infection surveillance; surveillance of MDRO's; infection prevention in long term care facilities; antibiotic stewardship activities. • Activity G2(Antibiotic Resistance Laboratory Network): continued testing; continued Whole Genome Sequencing based outbreak response; creation of Mountain Regional Lab. • Activity H (Vector-borne Diseases): maintain core capacity to perform testing for vector-borne diseases including Zika, West Nile, St. Louis Encephalitis. • Activity I (Mycotics): better understand cocci sickness in Utah; enhance investigations. • Activity L (Prion Surveillance): continue follow-up and investigation of human cases of Cruejtzfeldt Jacob Disease; continue collaborative work with the Utah Division of Wildlife Resources (UDWR) on Chronic Wasting Disease (CWD) surveillance. • Activity M (Rabies Surveillance): enhancements to give staff at LHDs immediate access to submitted data; implement standard messaging to reduce manual processes for reporting; improve data timeliness and accuracy. • Activity N (Parasitic Disease Surveillance): implement diagnostic parasitology; provide diagnostic services for under-served populations; increase timeliness of interventions. • Activity O (Enhanced Vaccine-Preventable Disease): continue establishment of efforts and activities to strengthen and coordinate VPD and AFM case and outbreak surveillance; decrease reporting inconsistencies; collect surveillance data to assess epidemiologic trends and programmatic impact; improve coordination and exchange of surveillance data; increase educational awareness of VPDs and AFM; support laboratory testing for surveillance, investigation and disease control. • Activity P (Legionnaires' Disease Prevention): improve workforce capacity and collaboration between state and local health departments; assess facility compliance with ASHRAE standards; develop educational materials; improve surveillance and case investigation. • Activity Q (Influenza Surveillance and Diagnostic Testing): increase electronic data collection and usage; design and enhance algorithms; improve sampling procedures in accordance with the Right-Size Framework; utilize influenza data to tailor messaging and interventions. • Activity R (Non-Influenza Respiratory Diseases): increase electronic data collection; on-board new reporting labs; improve testing at UPHL.
