Maryland ELC Project Abstract Summary CDC-RFA-CK19-1904 Grant Period: August 1, 2019 - July 31, 2020 The Maryland Department of Health (MDH) is requesting funding through the Centers for Disease Control and Prevention (CDC) “Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) Cooperative Agreement. The Notice of Funding Opportunity number is CDC-RFA-CK19-1904. At a national level, the ELC program has grown to become one of CDC’s key cooperative agreements for supporting state and local capacity for: 1) cross-cutting and flexible epidemiology, laboratory and health information systems capacity addressing infectious diseases, as well as 2) infectious disease-area specific activities (e.g., foodborne diseases, influenza, antimicrobial resistance, etc.). This cooperative agreement provides essential support for Maryland public health infectious disease infrastructure by funding a range of MDH positions in epidemiology, laboratory services and health information systems to prevent, respond to and control infectious cases and outbreaks. Funds for programmatic activities are also included for the MDH installation of the National Electronic Disease Surveillance System (NEDSS) – the state’s infectious disease surveillance system, PulseNet – the national program for DNA fingerprinting of bacterial isolates to detect outbreaks, the detection, control and prevention of healthcare associated infections (HAIs), antibiotic resistance preventions, arboviruses including Zika and West Nile viruses, vaccine preventable diseases, parasitic diseases, and influenza. ELC funding to MDH supports: • Epidemiologists with flexible responsibilities to collect, track and analyze surveillance reports to detect, investigate, and control outbreaks of reportable and/or emerging infectious diseases; • Laboratorians with flexible responsibilities to perfume classical clinical microbiology techniques and also advance molecular infectious disease testing as well; • Staff with expertise in the acquisition of surveillance reports and other important public health information electronically from Maryland healthcare facility electronic health records systems, lab information systems and other existing clinical information systems to improve the efficiency of infectious disease surveillance and outbreak response; • DNA and viral molecular fingerprinting programs at MDH (like PulseNet) to detect clusters of ill people and link case to contaminated products or other common sources; • The Statewide Prevention and Reduction of C difficile (SPARC) collaboration done in partnership with clinical C difficile (“C diff”) experts at UMB School of Medicine and Johns Hopkins Hospital to reduce C diff at Maryland hospitals with high C diff rates; • Collaboration with the UMB School of Pharmacy to prevent serious drug reactions and antibiotic resistance by reducing unnecessary antibiotic use in Maryland nursing homes; • Prevention and control of mosquito-borne arboviral diseases like Zika and West Nile Virus infection – in partnership with the Maryland Department of Agriculture and the Maryland Department of Natural Resources; • Ongoing influenza surveillance and laboratory activities • New tests to rapidly detect a range of parasitic infections including malaria and Babesia. Funds requested cover personnel salaries, fringe benefits, equipment, software supplies, laboratory supplies and contractual positions. No construction expenses are included in this request. This cooperative agreement does not support research.
