Performing Regulatory-Required Medical Examinations for U.S. Bound Populations by US Screening Physicians - The U.S. Government resettles thousands of immigrants and refugees annually. Immigrants and refugees are vulnerable populations who may have more limited access to preventive and curative health care services in their countries of origin, which can lead to health disparities and excess burden on resettlement communities in the U.S. U.S.-bound immigrants and refugees receive a limited health assessment that focuses on identifying health-related inadmissible conditions; however, many of these individuals can have other complex health care needs. Examples include low vaccination rates and high rates of infectious diseases such as tuberculosis, malaria, influenza, and intestinal parasites – all of which can contribute to health outcomes of at-risk populations. Overseas health assessments (screenings) are performed by private-practice physicians (called Panel Physicians) under individual agreements with the U.S. Department of State in foreign countries. Civil surgeons conduct domestic health assessments within the U.S. for aliens applying for adjustment of status to permanent resident, and any other alien required to have a medical examination. While it is critically important that Panel Physicians and Civil Surgeons should be well trained in current screening guidelines (referred to as Technical Instructions), it has been particularly challenging to identify, communicate with, and educate the complete worldwide roster of contracted Panel Physicians and Civil Surgeons. Based on this need, the International Panel Physicians Association (IPPA) located in El Paso, Texas, was incorporated as a 501 (c) (3) non-profit corporation in 2007. The mission and purpose of IPPA is to improve the capacity and quality of U.S. screening physicians performing regulatory-required medical examinations for U.S. bound populations by providing efficient and effective communication and educational resources to physicians and healthcare workers who conduct immigration medical examinations. In this proposal IPPA describes activities to improve the capacity and quality of U.S. screening physicians performing regulatory-required medical examinations for U.S. bound populations, to insure adherence to the Technical Instructions and other standards of screening, care, and practice management. The entire scope of work will be undertaken in coordination with CDC/DGMQ guidance.
