Vermont Addressing Suicide Together (VAST) - The rate of Vermont deaths due to suicide has increased 89% from 1999 to 2018. While the total number of emergency department visits and hospitalizations due to intentional self-harm(1089 in 2018) and suicide deaths (125 in 2018) in Vermont may be small compared to more populous states, over the past decade Vermont has consistently had higher rates of suicide related morbidity and mortality compared to the US. The Vermont Department of Health (VDH) is applying to participate in the Comprehensive Suicide Prevention grant with the goal of reducing suicide related outcomes among Vermonters experiencing the highest burden – those living in rural areas ages 15-64. Purpose: The purpose of the Vermont Addressing Suicide Together (VAST) project will be to build on existing partnerships and programs to implement and evaluate a data-driven public health approach to suicide prevention in Vermont. Multi-sectoral partnerships, analysis and rapid dissemination of data, and targeted prevention programming will be used to effectively reduce morbidity and mortality for rural Vermonters age 15-64 by at least 10%. Outcomes: In addition to reducing morbidity and mortality Vermonters living in rural communities, the activities completed as part of this grant will lead to increased capacity to sustain a public health approach to suicide prevention in Vermont. Additionally, vulnerable Vermonters will experience a decrease in suicide risk factors and an increase in preventative factors. While grant work with include all prevention among all rural residents between age 15-64, the VAST will target sub-populations that experience a high rate of suicide related outcomes, including: LGBT, people with disabilities, middle age males, and members of the Abenaki tribe. Activities: Through our multi-sectoral partnership plan, VAST will utilize data and programmatic teams to target, conduct and evaluate grant work. Activities include: - Developing a more coordinated statewide prevention effort with state and local partners. - Increasing the amount of data-driven activities and awareness of these strategies. - Developing and distributing safe storage messaging and implement Counseling on Access to Lethal Means (CALM) trainings. - Identifying suicide outcome related geo-spatial hotspots for use in targeting prevention work. - Expanding Zero Suicide activities to rural Vermont counties and engage Community Health Teams in this initiative. - Facilitating Gatekeeper trainings with sexual minority advocates and social services agencies. - Delivering suicide safer care to at risk populations through telemental health. - Expanding recovery and peer support groups so they occur regularly and offer recovery supports for suicide prevention. VDH foresees no barriers in successful implementation of VAST. The positions, evaluation and organizational components funded through the grant will support collaboration and communication between state and external partners through a public health approach to suicide prevention. The readiness of suicide prevention organizations and workgroups provide an ideal structure for partner engagement and execution of data-driven prevention activities.
