THPS CDC-Strengthening Public Health Systems and Services in Indian Country - Established in 1969, the United South and Eastern Tribes, Inc. (USET) is a non-profit, inter-Tribal organization comprised of 33 federally recognized Tribal Nation members from the Northeastern Woodlands to the Everglades and across the Gulf of Mexico, which is designated as the Indian Health Service (IHS) Nashville Area. The organization is dedicated to enhancing the development of Tribal Nations, improving the capabilities of Tribal governments, and improving the quality of life for Indian people through a variety of technical and supportive programmatic services. Additionally, since 2000, the USET Tribal Epidemiology Center (TEC) has sought to reduce the disproportionate health outcomes experienced by AI/ANS by supporting Tribal Nations’ sovereign rights of self-determination and working to enhance Tribal public health infrastructure. The purpose of the CSTLTS - Center for State, Tribal, Local, and Territorial Support Strengthening Public Health Systems and Services in Indian Country CDC-RFA-TO-23-0001 is to strengthen the quality, performance, and infrastructure of Tribal public health systems, including workforce, data and information systems, and programs and services. However, the public health paradigm of “federal/state/local” agencies has excluded federally recognized Tribal Nations and TECs, which has restricted Tribal public health infrastructure development; created barriers for Tribal Nations accessing their own data; limited strategic partnerships with local, state, and federal entities; and diminished the Tribal public health workforce. The USET TECs approach to strengthening public health systems and services within the IHS Nashville Area will be grounded in Tribal sovereignty and conducted through two strategies including: • Strategy 1: Foundational Public Health Capabilities • Strategy 2: Data Modernization Through these two strategies, the USET TEC will partner with the Eastern Band of Cherokee Indians to provide Tribal subject matter expert guidance to the Miccosukee Tribe of Indians of Florida and USET TEC staff. As part of the collaborative partnership, the USET TEC will support the Miccosukee Tribe of Indians of Florida’s public health infrastructure buildout while developing a framework for improving foundational Tribal public health capacities and data modernization that can be adapted and utilized within other Tribal Nations within the IHS Nashville Area. The anticipated outcomes from the project include an increased capacity of Tribal Nations and Tribal organizations, such as the USET TEC, to develop, implement, and evaluate public health programs and services.
