Category C: Community Health Centers - Advocates for Youth (Advocates) proposes to strengthen the capacity of Area Health Education Centers and their affiliated community health centers to improve organizational and systems infrastructure and performance in the area of adolescent and young adult (AYA) sexual and reproductive health. Advocates will use a three-tiered approach to provide capacity-building assistance (CBA) with varying levels of intensity to a broad audience during the five-year period of performance. Under Tier I, Advocates will collaborate with the National AHEC Organization (NAO) to share CBA resources and tools with 300 AHEC offices across the U.S. Under Tier II, Advocates will collaborate with a team of youth and adult faculty to provide moderate-level CBA including resources and webinars to 50 AHECs (10 per year). Under Tier III, Advocates and its Faculty Team will provide intensive CBA, including a seed grant, resources, technical assistance, networking opportunities, and a 10-session learning series to 10 AHECs across the U.S. Advocates has selected one initial AHEC partner, South Texas AHEC (ST-AHEC) to participate in the effort and will use a request for application (RFA) process to identify and select additional Tier II and III partners in Southwest border states in Year 1 and across the country in Years 2 through 5. Key outcomes include: 1) 300 AHEC offices: a) will have increased awareness of and access to Advocates’ CBA and b) will have increased awareness of evidence-based practices in adolescent and young adult SRH (Tier I); 2) 50 AHECs and their affiliated CHCs: a) will have increased the use of Advocates’ CBA services, b) will have increased awareness and understanding of evidence-based processes, policies, programs, and practices related to the provision of SRH services for AYA, and c) will have increased skill and capacity to support such practices (Tier II); and 3) 10 AHECs and their affiliated CHCs: a) will have increased awareness, knowledge, and skills to implement evidence-based policies, programs, and practices related to the provision of SRH services for AYA, b) will have improved organizational and systems capacity to address sexual health disparities among AYA, and c) will have shared best practices and lessons learned from the project with other AHECs across the country (Tier III).
