The Emory Centers for Public Health Training and Technical Assistance (Emory Centers) submits this proposal to develop the Emory Healthy Nonprofit Network, which will provide capacity building assistance (CBA) in Category C: Public Health System Components focused on community-based organizations. The primary focus will include organizational capacity and performance improvement, as well as workforce development, and partnership development. Emory will do this by using our Know. Plan. Go. ™ approach to developing and delivering training and technical assistance (TTA) and an adaptation of the Public Health Training Center Network’s evidence-based framework to build an adaptive public health workforce capable of responding to complex public health challenges to guide our tailored approach to assessing the organizational needs of community-based organizations, developing recipients’ tailored learning plans for TTA, and evaluating the effectiveness of the services provided and determining organizational next steps with the organizations supported. Program sustainability and health equity will be incorporated into our capacity building strategies. The Emory Centers has over 20 years of experience providing capacity building support to local and state health departments, health systems, community-based organizations (CBOs), and works with partners across numerous sectors to enhance the competence of the public health workforce and strengthen organizational infrastructure.
The strategies that will guide this project include: Strategy #1: Establish a communications and referral system to enable CDC staff and state/local awardees to connect CBOs that have been charged with implementing public health strategies to the Emory Healthy Nonprofit Network, and to enable partnered CBOs to request capacity building services directly; Strategy #2: Provide training and technical assistance to CBOs. Priority will be given to CBOs currently partnering with local and state health departments and/or other healthcare and non-profit organizations funded to implement public health strategies that otherwise would not have access to CBA; Strategy #3: Create a resource hub to ensure availability of CBA materials and tools to support all community-based organizations as potential contributors to public health systems. The expected outcomes of our work are: (1) Increased availability of and access to CBA services and products that address the strategic areas of community-based organizations. (Organizational Development and Program improvement, Workforce development, and Partnership development (2) Increased use of CBA services and products by the population of focus (CBOs) and (3) Enhanced skill and ability to support decision-making toward applying recommended processes, policies, programs, and practices within the strategic areas.
