Project Abstract
The Public Health Foundation (PHF) proposes to provide quality improvement (QI), performance management (PM), and workforce development (WD) capacity-building assistance (CBA) that builds necessary skills, competencies, and capabilities of the target population to enhance and improve the delivery of essential public health services. The target population is defined as: public health professionals in state, tribal, local, and territorial (STLT) health departments (HDs) working to improve quality, performance, and outcomes of individuals, programs, and organizations.
PHF?s proposed strategies and activities will achieve short-term and intermediate outcomes specific to: 1) Public Health Systems Infrastructure ? improved operational capacity to evaluate, manage, and improve public health systems, and increased capability of public health systems to achieve nationally established standards; 2) Leadership and Workforce Development ? strengthened core and discipline-specific public health competencies among the workforce to improve job performance, and strengthened capability of the public health workforce to deliver essential public health services; and 3) Partnerships ? improved capacity to establish and maintain partnerships within and across sectors to create a shared vision of health, and strengthened capability to respond to public health priorities collaboratively and strategically.
By the end of the five-year project period, the CBA provided to the target population will lead to improved delivery of essential public health services and a more competent, current, and connected public health system. Over the past decade, CBA in QI, PM, and WD has increased efficiency, effectiveness, quality, and quantity of STLT HD programs and services, and improved customer satisfaction. This CBA, and capabilities of the target population in QI, PM, and WD, will also serve as a catalyst for STLT HDs to address social determinants of health and alleviate health disparities by working across governmental agencies and sectors, and with diverse community stakeholders.
PHF?s proposed approach builds on its accomplishments in public health QI, PM, and WD that have positively impacted the performance of the target population and STLT HDs. This work continues to evolve to address the current complexities of public health practice and increasing needs of STLT HDs to work across sectors. It also will address requests from other sectors, such as healthcare and behavioral health, to learn how to work more collaboratively with STLT HDs.
