In response to CDC-RFA-OT18-1802: Strengthening Public Health Systems and Services through National Partnerships to Improve and Protect the Nation’s Health, Nemours Children’s Health System (Nemours) proposes to provide Capacity Building Assistance (CBA) to statewide early care and education (ECE) non-profit organizations under Category C – Nongovernmental Public Health Components. Nemours will implement strategies to enhance the capacity of at least 10 statewide ECE non-profit organizations annually to integrate child health into ECE settings through cross-sector partnerships. Nationally recognized as a leader in ECE preventive health, Nemours is among the few health organizations promoting ECE preventive health practices and building capacity of state ECE systems to support prevention and health promotion in ECE settings. Nemours also has extensive experience assisting chronic disease prevention staff in state health departments as they collaborate with ECE systems. Nemours will focus on strengthening the capacities of statewide ECE organizations to collaborate with public health partners (including health care) to meet the needs of children and families more effectively. One of the most significant obstacles encountered by ECE organizations and professionals is a lack of understanding about how the public health system works and how to create connections with complementary programs and services for families and children. Cross-sector partnerships are essential to overcome these challenges and better serve families, especially those experiencing health inequities. Under this CBA initiative, Nemours aims to build the capacity of the target population to: Engage key partners and stakeholders across sectors – focusing on public health; Understand child health best practices and their impact on learning, growth, and development; Integrate support for child health best practices into statewide ECE systems as a means to encourage ECE provider adoption; Understand health inequities and impact on health and development of families and children; Assess coverage and gaps of available programs and services in their area; Collaboratively identify and prioritize problems and solutions; Establish new cross-sector partnerships or strengthen existing partnerships; Incorporate health equity strategies into joint planning; and Plan for success together around a shared vision of health. Project activities will focus on convening and implementing Early Childhood Learning Labs, which will serve as virtual learning communities that offer participating ECE non-profit organizations and their public health partners customized technical assistance (TA) and consultation, access to national experts, a peer-learning environment, support for building networks, and other resources such as toolkits or case studies. Nemours’ goal by the end of the five-year project period is to increase the capacity of ECE organizations to partner with the public health sector in order to comprehensively meet the health and development needs of young children and their families. We anticipate the proposed strategies and activities will result in the following outcomes, which also align with the outcomes outlined in the RFA: • Short-term (1-2 years): Improved capacity to establish and maintain results-driven partnerships within and across sectors to create a shared vision of health; and Improved capacity of ECE organizations to identify, prioritize, and customize programs and services to address family and child health needs. • Medium-term (3-4 years): Increased capability to respond to public health priorities collaboratively and strategically through ECE settings by building staff capacity and skills. • Long-term (5 years): Current, competent, and connected ECE and public health system working together on common plans around improved child outcomes; and Improved delivery of child health services in coordination with ECE settings and providers.
