Wabanaki Public Health is eager to participate in the Tribal Public Health Capacity Building and Quality Improvement Umbrella Cooperative Agreement. Wabanaki Public Health (WPH) is a department of Wabanaki Health and Wellness (WHW), a regional AI/AN Tribally Designated Organization serving geographic category A (Region I – Maine). The target population for this grant opportunity is the Tribes in Maine, served by the Tribal Public Health Department. The primary focus of this work relates to developing the workforce across the tribal public health sector in Maine. The five tribal communities in Maine (Aroostook Band of Micmac, Houlton Band of Maliseet Indians, Passamaquoddy – Pleasant Point, Passamaquoddy – Indian Township, and Penobscot Nation) are known as the Wabanaki, the People of the First Light. The total population is estimated at just over 13,000 people, most living in or near one of the 5 reservations, located in three rural northern Maine counties: Washington, Penobscot, and Aroostook. In the past, the limited public health system for the tribal communities was largely covered by the Indian Health Services Clinics within each community. In 2008, a Tribal Public Health District was created as a result of the tribes coming together in partnership with the State of Maine’s Public Health Agency, Maine CDC. The first two staff, were hired in 2009 and contributed to building the tribal public health infrastructure. In 2011, the Tribal Public Health District, was established in Maine state statute, becoming the 9th and final public health district in Maine. The Tribal Public Health district is unique; it is an intergovernmental relationship between the State of Maine and our federally recognized tribes as sovereign nations. As a result of becoming a public health district, the work expanded from health promotion and prevention to the development of a tribal public health infrastructure. The formation of the tribal District Coordinating Council (DCC) was a critical component in the further development of the Tribal Public Health District. The DCC has representatives from each tribal community in Maine and functions as a multi-sector comprehensive community health coalition that advises public health involvement within the five tribal communities. The DCC consists of Tribal Chiefs and Vice Chiefs, Tribal Council members, and the Tribal Health Directors from each of the five communities. The DCC named Wabanaki Public Health (WPH) as the public health entity that conducts community-based services on behalf of the DCC an d the Tribal Public Health District. Over the past ten years, since the founding of the Tribal Public Health District, the tribes in Maine have worked together to address public health needs. There is a solid foundation for public health work, but there is a need for supporting the infrastructure to have a fully realized vision for tribal public health department. This grant would allow Wabanaki Public Health to enhance public health infrastructure (Strategy Area 1) and provide professional development for tribal public health staff (Strategy Area 2), for the purposes of improving tribal population health.
