Michigan Sudden Unexpected Infant Death and Sudden Death in the Young Case Registries - Project Abstract Summary In Michigan, 1,226 children aged 0-17 died in 2015. To better understand how and why children die, the Michigan Public Health Institute (MPHI) has managed the Michigan Child Death Review (CDR) program since 1997; 75 local teams review all child deaths in Michigan’s 83 counties. In 2009, MPHI created Michigan’s Sudden Unexpected Infant Death (SUID) Case Registry. From 2010-2015, the CDR program and the SUID Case Registry gathered information on the 871 SUIDs that occurred in Michigan – equating to an average of 145 SUIDs each year. To increase the capacity of these statewide surveillance efforts, MPHI proposes continuing the SUID Case Registry on a statewide basis (SUID Core Component 1) and initiating a Sudden Death in the Young (SDY) Case Registry (SDY Optional Expanded Component 2) in Kalamazoo, Kent, and Muskegon Counties. Using CDR and SUID Case Registry data, MPHI estimates approximately 85 SDY cases occur each year in Michigan. The proposed SDY Case Registry will capture approximately 1/3 of these cases – a total of about 28 a year in Kalamazoo, Muskegon, and Kent Counties. Analysis and dissemination of SUID and SDY Case Registry data will allow for development of evidence-based findings and creation of actionable recommendations. This will improve death scene investigations, inform best practices and policies, and reduce the number of child fatalities in Michigan. MPHI will achieve the following short-term outcomes. • Outcome 1: Increase access to high-quality and complete surveillance system data for SUID statewide and SDY in select jurisdictions. • Outcome 2: Increase the completeness, timeliness, and quality of SUID and SDY surveillance data for program improvement and public health purposes. • Outcome 3: Increase the degree of accuracy to which the established algorithm is used to categorize types of SUID/SDY. • Outcome 4: Maintain the development of data briefs and other products used to inform the CDR program, key stakeholders, and community members. • Outcome 5: Increase community awareness of SUID and SDY associated factors. In addition, MPHI will work toward the following intermediate outcomes. • Outcome 1: Improve policies and practices of systems serving families at higher risk for SUID/SDY. • Outcome 2: Improve policies to standardize investigation practices, including review of medical records, scene investigations, and autopsies. • Outcome 3: Improve policies to standardize death reporting practices.
