The Kinshasa School of Public health (KSPH) and the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) are pleased to present the following proposal for Achieving and Maintaining Epidemic Control through Comprehensive HIV/AIDS Prevention, Care and Treatment Services in the Kinshasa Region of the Democratic Republic of Congo (DRC) under the President's Emergency Plan for AIDS Relief (PEPFAR), in response to the funding opportunity announcement CDC-RFA-GH20-2023. The proposed activities build on KSPH’s more than 30 years of experience and EGPAF’s 18 years of experience in implementing comprehensive adult and pediatric HIV care and treatment services in DRC. As part of the University of Kinshasa, a leader in HIV care and treatment, KSPH is playing a key role in supporting the DRC Ministry of Health and local organizations to attain HIV epidemic control and set the trajectory towards the UNAIDS 95-95-95 elimination goals by 2030 through research, training and technical assistance to the National AIDS Control Program (PNLS). This local expertise will be reinforced by EGPAF’s international experience in implementing HIV projects in 14 countries, including DRC, in collaboration with PEPFAR. In order to decrease HIV/AIDS associated morbidity and mortality, KSPH and EGPAF will increase population access to comprehensive HIV/AIDS and contribute to successful epidemic control in the Kinshasa region of the DRC through close coordination with the PNLS and supported health zones. KSPH and EGPAF will build on best practices, lessons learned and PEPFAR/CDC guidance to implement the following strategies under this project: • Implement comprehensive facility-based HIV prevention and C&T along the clinical cascade for the general population, KP, AGYW, Index-case, and TB-HIV patients • Implement and scale up evidence-based clinical, laboratory, and community practices to provide high quality prevention, testing, and C&T services and improve clinical care for HIV/AIDS and OIs • Scale up DSDM to ensure stable patients are on ART and being monitored • Provide mentorship and supportive supervision on M&E activities to inform program planning, improve data quality, and service delivery • Implement OVC activities to support the clinical program through 95-95-95 KSPH and EGPAF’s proposed project will emphasize the use of targeted, proven approaches tailored to the supported health zone (HZ) context across all program areas. KSPH and EGPAF will build the capacity of health care providers to target testing in high-yield service delivery points and to implement effective models of differentiated service delivery to increase the number of HIV-infected adults and children who are identified, initiated on antiretroviral therapy, virally suppressed, and retained in care. In addition, the project will increase access to services and improve tracking and management of patients’ health within the supported health zones by providing support for laboratory services and improved data systems and data use. Working closely with the MOH, PNLS, and health zone teams, the project will ensure that all patients, including those hardest to reach and those most vulnerable, receive the highest quality of care.
