Since the 2014 Ebola outbreak, Cameroon has been working on strengthening its Incident Management System (IMS) and has had a National Public Health Emergency Operations Center (PHEOC) with the support of CDC- Atlanta, USAID, DTRA through the Global Health Security Agenda (GHSA). The PHEOC is nested under the Department for the Control of Diseases, Epidemics and Pandemics (DLMEP). Since November 2015, the PHEOC has been involved in responding to several public health events. However, Cameroon continues to face global health threats affecting both human and animal populations. Outbreaks of cholera, monkey pox, poliomyelitis, anthrax, measles, and COVID-19 demonstrate the continued pandemic potential, significant public health (PH) threats, and the range of gaps in capabilities to prevent, detect, assess, and respond. The Joint External Evaluation conducted in Cameroon in September 2017, reveals that while significant progress has been made, vulnerabilities in health security remain which illustrate the critical need to continue closing gaps in IHR core technical areas including surveillance, laboratory systems, workforce development, emergency management and response. In partnership with Ministries of Health and other public and private stakeholders, the USG seeks to accelerate progress toward a world safe and secure from infectious disease threats and to promote global health security as an international security priority. This application aims at seeking support for additional resources for Cameroon to strengthen existing systems and to implement a comprehensive and integrated approach to prevent and respond to PH threats. The approach to achieve this purpose will be through three main components: Core Global Health Security Priorities, Rapid Response to Small Scale Infectious Disease Outbreaks or other Public Health Emergencies, and Rapid Response to Large Scale. Activities will be developed through strategies for each of the components. DLMEP is responsible for the elaboration of programs and strategies to control transmissible and non-transmissible diseases and epidemics, coordination of epidemiologic surveillance and monitoring of their implementations, in collaboration with partners and stakeholders. In this light, the project will be implemented through the DLMEP and a national technical staff will be in charge of the organization and the follow up of the activities. To realise this, close collaboration with CDC staff will be ensured. Collaboration with other CDC implementing partners (METABIOTA, IMC), NGOs, universities, other departments of the Ministry of Public Health (MoPH), ministries involved in “one health approach”, and national and international multi-lateral organizations will also be done. Target populations will include individuals infected/affected or at risk of becoming infected by an infectious disease, and risk populations for non-communicable diseases and/or other public health emergencies. The staff of MoPH will benefit through: (i) Better coordination of major public health activities (ii) The decentralization of resources to the regional and district levels; and (iii) Increased technical capacity at the national and sub-national levels to implement and achieve outbreak/epidemic/pandemic control in line with USG and CDC strategy.
