Ethiopian Public Health Association (EPHA) and its partners, Jhpiego and Ethiopian Medical Laboratory Association (EMLA), are pleased to submit a proposal in response to the Notice of Funding Opportunity (NOFO) Number CDC-RFA-GH20-2094: Advancing Ethiopia's Capacity for Laboratory, Workforce Development, Surveillance, and Emergency Management to meet International Health Regulations (IHR) requirements. Consortium partners EPHA, EMLA and Jhpiego are all experienced and actively engaged in IHR and Global Health Security activities in Ethiopia and the region, including pioneering work related to the recent Ebola Virus Disease outbreaks and the current global coronavirus disease 2019 (COVID-19) pandemic. The consortium will leverage each of its partners’ wealth of local and international experience, expertise, and networks to support the Government of Ethiopia (GoE) to make rapid progress toward achieving the IHR targets, and closing gaps identified in the 2016 Joint External Evaluation (JEE). The project will design and co-create interventions with key actors such as the Federal Ministry of Health (FMoH), Ethiopian Public Health Institute and other sectors, to address gaps identified in the JEE and other assessments, and support the planned activities and targets identified in the 2019 National Action Plan for Health Security. The project’s overarching approach to strengthen Ethiopia’s capacity to effectively and rapidly identify and respond to infectious disease outbreaks and other public health emergencies will (1) support the GoE and local partners to create a dynamic system of enhanced surveillance; (2) increase laboratory capacity to identify and respond to outbreaks and threats; (3) improve management capacity to respond in case of a small- or large-scale emergency; and (4) create robust, flexible systems to maintain adequate human resource capacity and skills and rapidly deliver new information. By focusing on rapid and sustained development of (a) a network of strategic partnerships; (b) highly skilled epidemiologists, utilizing state of the art data sharing, analytics and decision support systems; and (c) building high tech case identification, sample transfer, case isolation and transmission tracking, the project will enable GoE to identify and avert small- and large-scale public health emergencies from becoming national or global threats. Developing the capacity of the GoE from the national to the local level the project will ensure gains are locally owned and increasingly sustainable. The project will prioritize the use of technology and data-driven implementation, aligning with the government’s digital health strategy to aggressively leverage technology to support better quality, timeliness and use of data, as well as greater efficiency and cost effectiveness of learning and supportive supervision opportunities. Our consortium will insist on integration and coordination with related US government (USG) funded efforts and implementing partners to increase value for money and speed of implementation. The project will actively engage Ethiopian expertise and end users in co-creation and human centered design, while leveraging past investments and local assets to strengthen existing systems established by the FMoH and other USG partners and development partners, supporting national and local partners to lead transformative change initiatives. Led by Dr. Alemayehu Mekonnen, an experienced senior manager, researcher and educator, the project’s key staff and seasoned experts who make up the project management team bring the expertise, networks, and practical experience to ensure rapid progress toward achieving the project’s objectives. This team is further supported by external experts from Jhpiego who bring additional insights based on their global and regional GHSA experience, not to mention the institutional resources of all three consortium partners.
