Liberia is a low-income country situated on the West coast of Africa and shares borders with Sierra Leone, Guinea, and Cote d’Ivoire. It has an estimated population of 4.8 million people with more than 60% under the age of 25. Eighty-three percent of its population lives below the poverty line of $1.25 per day and 71% of the population has access to health care. Dwindling support from the international community and inadequate domestic resource made it difficult for the public health system to test, detect and respond immediately to outbreak in the country. Implementation of the current Cooperative Agreement (CDC-RFA-GH15-1627) has increased capacity at the national reference laboratory to test for pathogens, improve active surveillance and reporting, enhanced the roles of emergency operation centres, and improved infection prevention and control activities in some health facilities across the country. Despite these significant achievements, some gaps were identified during the implementation of the planned activities. The strategies and activities outlined in this proposal are consistent with the plan and priorities of the Ministry of Health. Component one will Strengthen the national laboratory system and emergency operations centres, improve surveillance, increase, and empower the workforce capacity as well as ensure that infections prevention and control measures are implemented in selected health care facilities across the country. It will also strengthen the surveillance of antimicrobial resistance in selected health facilities in the country. Similarly, the strategies and activities under component two and three will build on gains made in responding to small- and large-scale response to infectious diseases outbreaks or other public health emergencies in Liberia. Support from this proposal will add new dimensions to the practice of public health in Liberia and also contribute towards the achievement of the goals of Global Health Security Agenda. In response and compliance with the Notice of Funding Award and for the successful implementation of activities, NPHIL/MOH will coordinate with CDC to develop a comprehensive monitoring and evaluation framework during the first six month of the Award. The goal will be to track progress on the overall outcomes of the Award. The indicators stipulated will provide the basis for the development of activities affecting the targeted beneficiaries. Monitoring of project activities will include ongoing collection and analysis of data at various levels by trained M&E staff from MOH/NPHIL. The monitoring mechanism will include the following: routine, quarterly supervisions, annual reviews, mid-term evaluation, final evaluation, data collection, data quality and data use. The Ministry of Health, with a decentralized health system will be the lead implementer of the project. Committees on this project will include project committee, program coordinators and robust financial management team; to ensure strategies and activities are implemented and financial and narrative reports are submitted timely as specified in the Notice of Funding Opportunity.
