Department of Livestock Development (DLD), Ministry of Agriculture and Cooperatives has a long-standing relationship with the Centers for Disease Control and Prevention (CDC) Thailand. The two organizations have been working together in different capacity on several aspects to address public health issues relating to animal health in particular zoonotic and emerging/re-emerging infectious diseases. However, CDC and DLD never had a formal mechanism to directly collaborate until the establishment of the Cooperative Agreement. From outbreaks and pandemic the world has encountered in recent years, it is reminded that the One Health approach is needed more than ever. With the direct mechanism to work with CDC Thailand, the long-term outcomes this project will achieve are improved national health security; zoonotic diseases better prevented, detected, and identified; and One Health approach becoming a working culture across different disciplines. With the long-term goals in mind, shorter-term outcomes achieved through the activities implemented in the first years of the project are: appropriately designed preventive measures for zoonotic diseases; efficient and effective diagnostic methods for zoonotic disease detection; and evidence showing the value of One Health approach. Four tasks were designed for the first year of the project. The first two tasks will work towards disease elimination using brucellosis and rabies as examples. Brucellosis and rabies were prioritized as the top zoonotic diseases of concern for the country. The first task, brucellosis elimination in Thailand, will continue for several years and the first year will focus on elimination in a single species to prevent transmission to humans. The second task is to set a model to self-declare disease free zones in Thailand using rabies as an example. A district will be selected to work on the disease-free-zone criteria set by the World Organization for Animal Health and to sustain the zero-case status for at least two years. The third task will help facilitate a well-designed preventive and control measures for a zoonotic disease through the development of applications for prediction of disease distribution. The applications will be used by local veterinary authorities to more effectively set an accurate zone to control outbreaks. The fourth task of the project is aimed to increase digital media literacy in animal health laboratory network. The network will be able to use the tools to harmonize and standardize laboratory diagnostic methodologies across different regional laboratories. In addition, the tools will be used to transfer knowledge such as sample collection methods and laboratory disease investigations. By working on these 4 tasks, DLD and CDC will enhance technical expertise provided by both sides. DLD will continue to foster relationships and collaboration in the next years of the Cooperative Agreement using the DLD-wide 5-year strategic plan to specify areas of priorities for CDC-DLD collaboration.
