American Society for Microbiology Application for CDC-RFA-GH20-2095 Project Abstract: The American Society for Microbiology (ASM) proposes, through further collaboration with the National Laboratory Strengthening Initiative (NLSI), to strengthen India’s existing capability to address Global Health Security Priorities and the Rapid Response of Infectious Disease (ID) Outbreaks or other Public Health emergencies at small or large scale. In response to this Notice of Funding Opportunity, the approach proposed will strengthen district and state level laboratory capacity. Through this collaboration, ASM proposes to address Global Health Priorities by: Strategy 1. Strengthen routine laboratory-based diagnostics and surveillance of priority IDs. • Build capacity through training and mentoring on the testing of algorithms and procedures for ID diagnostics and Quality Management Systems (QMS) Strategy 2. Specimen referral systems across public and animal health sectors. • Coordinate a stakeholder consultation meeting to support the formulation of specimen referral systems within and across the human and animal health sectors. • Build capacity in human health sector through training on safe specimen collection, packaging and transport according to IATA-DGR. • Build capacity in the animal health sector through the training-of-trainers (TOT) on safe specimen collection, packaging and transport according to IATA-DGR Strategy 3. Strengthen biorisk management practices of laboratories handling infectious clinical material or isolates. • Coordinate a stakeholders meeting to not only sensitize participants on biorisk, biosafety and biocontainment but also disseminate updated biorisk management SOPs. • Build capacity in biorisk, biosafety and biocontainment through the training-of trainers. ASM will also coordinate with NLSI to meet the goals for the Rapid Response to Small- and Large- Scale Infectious Disease Outbreaks or other Public Health Emergencies by: Strategy 1. Intensify active surveillance, case finding, contact tracing, monitoring and other outbreak response measures at local levels. • Advocate on the need for syndromic active surveillance for priority ID • Build capacity in active surveillance, safe specimen collection and transport, and lab- and symptom-based diagnosis of IDs. Strategy 2. Strengthen capabilities for epidemiologic and laboratory analysis and program evaluation. • Build capacity through TOT in the analysis of laboratory data in view of disease epidemiology and outbreak detection. Strategy 4. Improve Outbreak case management and infection control • Build capacity through TOT in infection control, case management and utilization of laboratory evidence on ID diagnosis. Strategy 6. Increase security and logistics for local responders. • Identify a robust logistics mechanism to support supplies to local responders Strategy 7. Strengthen capabilities for preparedness and response to highly infectious diseases • Support the district self- assessment on preparedness using the WHO-JEE- Toolkit The proposal takes a comprehensive approach to support India’s efforts to prevent, detect and respond to disease threats, in alignment with global health security agenda’s efforts for reliable infectious disease surveillance. ASM’s approach builds on country achievements and focuses on strengthening existing laboratory infrastructure.
