Context: With the CDC supports in the health programs, Côte d’Ivoire has made great strides to strengthen health system capacities. Côte d’Ivoire benefited from the support of CDC GHSA project to implement the phase 1 of the project from 2015 to 2020. During the five years, progresses have been notified namely the implementation of the public health emergency management mechanisms at the regional and departmental levels. However in the framework of the epidemiological surveillance namely the capacities to prevent, detect and response to infectious disease outbreaks and other public emergencies, health system gaps and weaknesses remain. These gaps are most acute in the western and south-western part of Côte d’Ivoire. These results must be consolidated in order to perpetuate the prevention, detection and response capacities of the health system in these regions and of the Ivorian national health system to deal with public health threats. Objective: The proposed project aims at reinforcing the preparedness and response system in the western and the south-western part of Côte d’Ivoire in order to face Public Health Emergency of International Concerns (PHEICs). Methodology: To achieve its goals, ACONDA-VS will use a District approach and a regional approach to reinforce the preparedness and response system in the western and the southwestern part of Côte d’Ivoire in order to face Public Health Emergency of International Concerns. These two approaches will be implemented by the regional offices which will provide technical assistance to the regional and departmental health directorates. In his District approach, ACONDA-VS-CI will work closely with the multi-sectorial teams from District through the Departmental Committee to fight against epidemic to strengthen surveillance system at the community level for a real-time notification. With the regional approach, ACONDA-VS-CI will work closely with the multi-sectorial teams from regions through the Regional Emergency Operation Centers to strengthen the capacities to develop a Rapid Response to Small Scale Infectious Disease Outbreaks or other Public Health Emergencies. ACONDA-VS-CI will work closely with health programs and others institution involved the global health security at the national level. Outcomes: These approach will allow to impact and perform the epidemiological surveillance activities and the capacity responses to face at disease outbreaks or other Public health emergencies at local level. Thirteen (13) heath districts in the Tonkpi, Cavally, Guemon and Gbôkè-San-Pédro regions will be involved. The community surveillance network will be reinforce involving the community organization (community health workers, organization of traditional medicine practitioners, Sanitary Defense organizations in the animal surveillance diseases) to detect early threats. The capacities of Epidemiologic Surveillance Officers, physicians and nurses in the health center will be reinforce in Field Epidemiology Training Program Frontline. The organizational capacities of 4 regional laboratories and IPCI will be reinforce to link clinical surveillance data to laboratories data. The capacities of public health services from regions and departments will be strengthen in improving quality for accreditation. One Emergency Operation Emergency will be established in the San-Pédro region. The EOC existing will be reinforce to minimum commodities to manage the public health emergencies. Community surveillance will be reinforced in the all points of entry at border level in the western and south-western (Liberia and Guinea). Conclusion: This proposal is consistent with the Global Health Security Agenda as it will be conducted within a GHSA Phase two country through the 3 components of terms of reference. All these efforts will be engaged to develop a rapid response to small and large scales infectious disease outbreaks or other public health emergencies.
