Since 2004, USG is supporting Cote d’Ivoire to develop clinical laboratory network to reduce HIV AIDS burden and strengthen laboratory systems. In 2016, GHSA signs a grant with Cote d’Ivoire to implement Prevent, Detect and Response to epidemics. These supports help the Cote d’Ivoire to understand the interest of having a tiered functioning public health laboratories within the global health system. However, several pillar of the Cote d’Ivoire laboratory system are still weak and key milestones of GHSA have not been rich despite the enormous effort made by international stakeholders. So, additional support will be needed for the system to respond to national and international norms. Under this project, Pasteur Institute of Côte d’Ivoire will implements closely with Ministry of Health, technical partners and CDC based on past accomplishments and lessons learned from previous grant, activities with following goals: The first goal is to build a solid laboratories network for AMR and the 10 prioritize diseases detection and surveillance bases on adequate samples transportation, biosecurity and biosafety and quality assurance. Second goal is to make rapidly available laboratory personal well trained on microbiology on the 11 regional laboratories in case of outbreaks. The third goal is to develop a strong laboratory information system capable of producing timely and accurate reporting, for decision making. Expected outcomes of this project are: 1. Increased 10 prioritize diseases and AMR detection and surveillance in regional laboratories ; 2. Increased development and availability of national guidelines and quality management on AMR and dangerous pathogens to enhance and harmonize staff skills ; 3. Increased biosecurity, biosafety to improve pathogens detection and contentment ; 4. Increased skilled central and regional laboratories workforce for small or large scale outbreaks detection to ensure adequate detection ; 5. Reduced prioritize diseases, AMR and outbreaks occurrence and dissemination at regional and national level ; 6. Increased rapid identification of the program impact on public health point of view to emphasize next steps and new directions. This project will contribute to achieve laboratory workforce skills, laboratory capabilities and health system strengthening goals by developing prioritize diseases, AMR and highly pathogens diseases laboratory network that will support outbreak rapidly detection and surveillance. The indicators under this program will contribute to achieve GHSA milestones. This will be done through following objectives (i) Increased laboratory capacities and point-of-care diagnostic methodologies available to identify and characterize the 10 prioritized diseases, (ii) Continue to support AMR prevention, (iii) Strengthen IPCI media production unit, (iv) Ensure Specimen transportation, (v) Increased number of regional laboratories reporting integrated laboratory and surveillance data on the 10 prioritized diseases and AMR, (vi) Strengthen capabilities for epidemiologic and laboratory analysis for small or large scale outbreaks through (vii) Strengthen active surveillance to rapidly detect outbreaks.
