With an adult prevalence rate of 13.2%, Mozambique has one of the highest rates of HIV in sub-Saharan Africa and the second largest population of people living with HIV (PLHIV) in the world, with 2.2 million PLHIV and an estimated 150,000 new infections annually. Although enormous strides have been made in HIV prevention and treatment, an estimated 51,000 adults and children die of AIDS each year. Despite Ministry of Health (MISAU) emphasis on the Joint United Nations Programme on HIV/AIDS 95-95-95 targets, Mozambique underperforms against targets compared to its neighbors. The global targets can only be met by increasing access to and supply of qualified health professionals, technical specialists and administrative support staff in regions of high HIV burden. MISAU needs effective planning and control mechanisms to respond to health care demands and help with the planning and allocation of human resources for health (HRH) in a consistent, controlled and equitable manner. Jhpiego and partners ThinkWell, Project Extension for Community Healthcare Outcomes (ECHO) and CONTACT will leverage combined HRH experience to support MISAU in strengthened oversight and management of HRH required for HIV/AIDS response; increased availability of reliable and accurate HRH data; improved quality of HIV service provision; and enhanced technical expertise in HR management (HRM) to move the needle on sustained HIV/AIDS epidemic control. We will employ regular use of tested HRH optimization and allocation tools, identify current gaps and sustainably strengthen critical HRH functions. These include planning, distribution, recruitment, deployment, compensation/payroll, performance management and support, and retention for improved overall HRH management within Mozambican laws and MISAU policies, plans and regulations. Our team will provide key technical assistance to strengthen MISAU’s capacity in HRM at all levels (national, provincial, district, facility). We will expand support via virtual platforms for frontline staff, turning priority high-volume and extra high-volume Analyzing Joint Underperformance and Determining Assistance (AJUDA) sites in each Centers for Disease Control and Prevention-supported province into hubs for HRM learning activities. For broader impact and sustainability, the team will conduct a systematic and phased transition process aimed to ensure the absorption of nearly 5,000 clinical and administrative staff to MISAU. To achieve outcomes, the project will implement these strategies: 1) Strengthen MISAU’s capacity to effectively manage and oversee HRH; 2) Establish new models to address continuing gaps in HRH availability and optimize use of available HRH; 3) Support MISAU in effective and efficient management of HRH data and utilization for decision-making; 4) Support MISAU with the implementation of innovative capacity-building activities for HRH; and 5) Support MISAU to improve existing procedures or introduce new management and administrative operating procedures for high-volume primary health care facilities. Jhpiego and partners bring 20+ years of unparalleled combined expertise in implementing health systems strengthening and HRH programs to develop a robust HIV workforce in Mozambique and across the globe. The project team prioritizes effective use of data and virtual platforms for decision-making, innovative capacity-building for local ownership and management, and dedicated administrative, finance and management operations manuals and protocols. We will emphasize the well-being of the workforce, improving productivity, protection and motivation. With operational infrastructure and established teams already seasoned in comprehensive HRH and HRM strategic development in Maputo and throughout Mozambique, the project is poised to hit the ground running and start activities on day 1.
