The Management and Development for Health (MDH) team brings to the Centers for Disease Control and Prevention (CDC) and the Government of Tanzania (GOT) all expertise and resources necessary to achieve the purpose, strategies, and outcomes of the CDC-RFA-GH20-2062: Health Information System Development, Project Management and Coordinated Deployment for National HIV and Health Sector Systems in the Republic of Tanzania under the President's Emergency Plan for AIDS Relief (PEPFAR). Our proposed Data for Health (D4H) Project approach builds on experience, global best practices, and innovations to achieve the GOT?s vision of a responsive, secure, integrated HIS that increases ability for data-driven decision making, patient-centered service delivery, and sustainable health-sector capacity. Led by MDH as prime grantee, project partners are the University of Dar es Salaam Computing Centre (UCC) and the University of Dar es Salaam Department of Computer Science and Engineering (CSE). All three partners are national Tanzanian organizations, all have experience leading and/or implementing CDC and other USG-funded projects, and all worked together effectively on precursor HIS projects. MDH will provide overall program management, lead project coordination including all partners, GOT, other key stakeholders, monitor progress, and ensure and disseminate project performance, outcomes, and lessons learned. UCC will implement HIS system development in HIV care and treatment, oversee Hospital Management System development, Health Facility Registry System development, and contribute to data exchange between GOT and partner data systems. UDSM-CSE will oversee development of the District Health Information System/DHIS-2, the improvement of surveillance systems, and contribute to realization of Tanzania data exchange vision and other evolving HIS priorities. Our proposed D4H Project builds on successes of and lesson learned in MDH?s previous HIS project, th e precursor CDC-RFA-GH15-1586 (2015-2020) implemented in collaboration with GOT, and our current partners UCC and UDSM-CSE. Our approach features collaborative project design and implementation at all levels and with the GOT Ministry of Health and President?s Office Regional Administration and Local Government as key partners and custodians of all systems in Tanzania. This will increase leadership buy in at all levels?critical for user acceptance. Our approach also leverages resources already available in the country by bringing on board stakeholders implementing HIS in Tanzania for collaborative software development, deployment, and maintenance. The project proposes key strategies and activities that address the country?s need to support patient-centered services, evolving HIV care and treatment priorities with sustainability in mind. We will identify, train, and mentor potential local subject matter experts and highly skilled Trainers of Trainers to grow in-country ICT capacity for HIS sustainability. These experts and trainers will work out of a Digital Health Center of Excellence the project will establish and support. We are also building continuous feedback loops into our proposed project to increase user ownership, data quality, and use of quality data for planning and decision making. Our proposed capacity building activities will ensure health facility staff in even remote areas have the technical skills and tools they need to plan and provide quality health services. By project end, we will have helped establish functional software development teams under GOT leadership, a HIS with ability to exchange data at all levels, systems that support key GOT priorities, and a platform to facilitate data use for decision making at facility, council, region and national levels. We also estimate 1,600,000 people will be served by this project.
