MESIS Project has been designed to achieve the strategic goals and objectives, short, intermediate and long-term outcomes of the Enhancing Strategic Information Capacity for HIV/AIDS Programs towards Sustaining Epidemic Control in Kenya through Monitoring and Evaluation and Data Science under PEPFAR CDC-RFA-GH20-2043 at national and county level.MESIS Project with an intention to sustain and build on the gains from CDC-RFA- GH15-1543, will collaborate with CDC, National AIDS Control Council (NACC), Ministry of Health (MoH), National AIDS and STI Control Program (NASCOP), leadership from county governments and departments of health, civil society organizations, implementing partners and other relevant stakeholders, toward achieving the following four strategies: 1) Provide ongoing support for the optimization of M&E activities and systems at all reporting levels and across the HIV/TB program areas, 2) Work with MOH to begin transitioning management and production of the M&E tools and resources to the national government 3) Develop foundational data management and visualization capacities and platforms, combining several data streams for routine data use and analysis across the HIV/TB program areas and 4) Build and strengthen evaluation design and implementation capacity throughout the HIV/TB program. This approach will be anchored on strategic partnerships to ensure efficiency, innovation based on human centered design principles, promoting accountability and transparency within and between government management levels, institutionalization of quality improvement culture to optimise the data value chain, harnessing and strengthening in-country resources, and integration of experienced technical assistance staff from inception to ensure immediate capacity to support transition and sustainability. MESIS Project will achieve the following long-term outcomes: 1) Increased utilization of routine programmatic analyses for timely and informed de cision making and 2) Improved strategic planning and targeting of the HIV/TB program using high-quality program data and improved statistical modelling. The ultimate goal is to enhance SI systems to enable access and use of high-quality routine surveillance data in a timely manner to help make evidence-based decisions for program improvement and policy. The project will benefit over 1 million people affected by HIV and TB including general and key populations.The project will deploy a team of highly experienced experts with intimate local understanding in delivering high quality, comprehensive technical assistance (TA) for HIV M&E, surveillance, health information systems, data science techniques and use of data for decision making.MESIS Project is the next step in sustaining quality SI systems towards achieving UNAIDS 95-95-95 goals and HIV epidemic control in Kenya.
