The National Institute for Medical Research (NIMR) is a parastatal organization under the Ministry responsible for Health established in 1979. The Institute is mandated to carry out, control, coordinate, register, monitor, evaluate and promote health research in Tanzania. NIMR acts as the platform for facilitating policy dialogues and dissemination of scientific evidence to inform policy and decision-making related to health. The National HIV and AIDS Health Sector Research and Evaluation Agenda identified challenges, gaps, and priorities in HIV research and program evaluation together with the identification of priority areas for strengthening. The purpose of this project will be to ensure maintenance of NIMR infrastructure and utilities for NHLQATC, implement an efficient process to ensure systematized and thorough ethical review processes, improve delivery time of high quality evaluation and research findings with impact on policies and practice, and support financial and economic data use to inform CDC/PEPFAR programs in Tanzania. The project will be implemented through four key strategic areas: (i) Laboratory Management and Oversight: Support will be provided for all general and preventive maintenance services of the National HIV Reference Laboratory as well as facility and utilities maintenance. A good working environment for EQA panel production and distribution process will be provided, adhering to laboratory quality management systems, leading to quality results and reduction of laboratory equipment downtime, improved sample integrity, analysis, and storage, and overall improvement in HIV patient management; (ii) Public Health Ethics and Scientific Oversight: The public health ethics and scientific oversight area aims to support the National Health Research Ethics Review Committee (NatHREC) to strengthen its coordination in the areas of public health ethics and scientific oversight in Tanzania. This area will further build NatHREC capacity to monitor public health research as well as empower NIMR Staff and health researchers to develop clear, scientifically credible, relevant, and feasible protocols. Additionally, CDC technical teams will be engaged to report outstanding gaps in achieving program activities; (iii) Master Facility List (MFL) and Geographic Information System (GIS): GIS will support HIV/AIDS planning and evaluation by providing visual information to manage and monitor HIV/AIDS related routine activities. This key area is expected to capacitate regions and councils to use GIS as a planning tool as well as to ensure regular updating and validation of the MFL. PEPFAR implementing partners and programs will be supported to better utilize GIS in analyzing visual data to inform interventions and to inform MOH decision-making; and (iv) Financial and Economic Analysis: This area will provide Information on value for money on funds invested in HIV/AIDS programs necessary for planning purposes. Collected routine cost information and assess costs and outcome of HIV interventions wi ll be assessed and associated with heterogeneous geographic and HIV prevalence context. The project will be carried out over a period of five years.
