Despite major progress, HIV epidemic continues to pose serious public health threats specifically to women, infants, children and adolescents. As outlined in the scope of the Cooperative Agreement, the international community is committed to ending the AIDS epidemic as a public health threat by 2030. In order to achieve this goal, effective partnerships are critical to maximizing limited (PEPFAR) resources and ultimately achieving epidemic control. CDC and UNICEF Headquarters have partnered formally through cooperative agreements since 2015. This partnership has been able to draw on UNICEF’s comparative advantage as the global leader in the promotion of and action for the protection of children’s rights and help to guide programming in the areas of survival, protection, and development and specifically address women's and children's health and welfare issues, as they relate to HIV/AIDS. As part of Year 1 of NOFO (2020-2024), UNICEF and CDC will collaborate in four countries (South Africa, India, Tanzania, and Namibia): South Africa: UNICEF South Africa in collaboration with CDC-South Africa (SA) will support the government in monitoring implementation of the new PMTCT guidelines with a focus on AGYW (15-24 years) to improve adherence, retention to care and breastfeeding. While the primary focus will continue to be on HIV positive pregnant AGYW, the support will be extended to HIV negative AGYW including the advocacy for introduction of Pre-Exposure Prophylaxis (PrEP) postnatally. India: The purpose of the CDC-UNICEF initiative is to support the State AIDS Control Society to accelerate progress toward pediatric and adolescent HIV/AIDS targets of increasing access to HIV testing and linkages to treatment along the 90-90-90 fast tracking goals. Linkages of pregnant adolescent mothers, children and adolescent key populations to HIV testing and treatment services will be accelerated through strengthening HIV/AIDS testing information and service access through school based and out of school strategies of the adolescent health program. Strengthening the HIV/AIDS component of the newly launched national school health program of India and supporting its rapid implementation and scale up in Andhra Pradesh will be a major focus on the support. Tanzania: UNICEF programme will include three components: PMTCT, care, treatment and support for pediatric and adolescents as well as Other Health System Strengthening (OHSS). UNIEF will strengthen strategies that will further reduce gaps in identification, treatment, care and support to pregnant women/mothers, children and adolescents living with HIV. As a new approach, UNICEF will provide normative guidance to address stigma in school settings and improve national capacities to support young learners living with HIV to enroll in schools and stay on HIV treatment. UNICEF’s support will focus on upstream work, especially enhancing policies through national advocacy for a more enabling environment. UNICEF’s emphasis will be on government systems strengthening, advancing sustainability and scale up of urgent actions. Under previous grants, a decentralized death registration system has been introduced which will be expanded to 2 more regions. Namibia: UNICEF work in Namibia under this award will build the capacity of the National Validation Committee to support the country internal validation processes for Namibia’s recognition to attain the Bronze Tier certification for path to elimination of MTCT of HIV and Congenital Syphilis.
