The MoH-CDC Cooperative Agreement (CoAg) is a strategic mechanism through which the US Government (USG) through its Centres for Disease Control and Prevention (CDC) supports the Uganda Ministry of Health (MoH) to implement activities in line with its core mandate of providing leadership in the national HIV response while strengthening broader health systems. Through the MOH- AIDS Control Program, over one million adults and children in Uganda are currently enrolled on Anti-retroviral therapy (ART). In line with the Sustainable Development Goals (SDGs), the overall goal is to ensure healthy lives and to promote the wellbeing of the population in Uganda. The MOH’s national HIV response through Combination prevention seeks to scale-up high impact, evidence-based behavioral and biomedical interventions as well as strengthening the collection and use of strategic data and health information systems. To achieve HIV epidemic control by 2020, the program, with support of this mechanism will focus on further expansion of the care and treatment program, scaling-up service delivery efficiencies along the cascade of HIV diagnosis, linkage and retention in care as well as scaling-up novel and evidence-based HIV testing and prevention strategies. In addition, this mechanism aims at strengthening central-level Uganda government capacity of national stewardship and coordination of HIV programs as well as evolving a supportive policy environment. The specific program objectives and strategic direction include: Implementing and monitoring interventions to attain HIV epidemic control by 2020; Developing and disseminating normative guidance, policies and standards nationally ;Strengthening the Capacity at national-level to manage and coordinate the HIV response ;Strengthening central-level capacity to regulate, monitor, and certify the quality of regional and district health services and Developing capacity to fulfill financial and programmatic management requirements of grant funds under this Through the Project Coordination Unit (PCU), the MOH will monitor, coordinate and effectively manage this mechanism to ensure that implementing technical units comply with award terms and conditions. This coordination unit will report to MoH Top Management where the Permanent Secretary is the Accounting Officer/Business Official. The mechanism will comply with established financial management and procurement mechanisms of the Ministry of Health as spelt out in the Public Finance and Accountability Act, and the Procurement and Disposal of Public Assets Acts of Uganda. The Ministry of health will be supported by a competent third-party financial management firm thereby providing adequate internal controls for managing the mechanism. A robust monitoring and evaluation system has been proposed to track program performance and progress. Through coordination and leadership of health sector partners and through additional activities performed utilizing funding of 20 million dollars from this award, the final expected outcomes of this award include: reduced burden of HIV, a strengthened health systems that is accountable, resilient and responsive, adopted and disseminated new normative guidelines. Ultimately, the grant envisions a strengthened MoH leadership and technical oversight of the national HIV response with enhanced capacity for supervision of regional and district level implementation of programs.
