American International Health Alliance (AIHA) is prepared to work in all PEPFAR countries in support of CDC-RFA-GH19-1950. To illustrate its strategy, AIHA has outlined a plan to leverage and expand on its extensive HSS and HRH work in Ethiopia, Kenya, Tanzania, Uganda, and Zambia using a successful, country-driven twinning approach to a formalized Technical Cooperation among Countries (TCC) model, expanding and strengthening partnerships across countries to accelerate country and regional capacity to counter HIV. In collaboration with in-country stakeholders, CDC, PEPFAR, and Global Fund, AIHA will determine which interventions are best placed to address priorities and needs as identified by each country. Ethiopia, Kenya, Tanzania, Uganda, and Zambia are priority countries to leverage in a TCC strategic cooperation model because of the similarities of their generalized HIV epidemics. AIHA envisions a model in which PEPFAR countries are both recipients and providers of HIV-focused technical assistance (TA), reflecting the bidirectional flow of knowledge, skills, and capacity. Purpose. Using a TCC approach, AIHA will leverage its existing presence, experience, and networks to expand relationships within the individual countries to reach across all five countries, as well as their local representatives of CDC, Global Fund, and civil society organizations to support countries in meeting the UNAIDS’s 95-95-95 goals by accelerating respective health plans and fortifying their HIV/AIDS responses. AIHA will focus on HSS and HRH using local expertise (thus working to diminish the need for direct support from Northern experts), building the countries’ joint capacities and collaborative synergies, and strengthening all levels of partnerships to improve and expand the delivery and monitoring of HIV and TB interventions. AIHA will also work with countries to use evidence-based approaches to identify and address the unmet needs and service gaps for PLHIV, orphans and vulnerable children (OVC), males, adolescent girls and young women (AGYW), and key populations (KP), improving access to strategic information (SI) to improve data-based decision-making. Outcomes • Promote and strengthen collective self-reliance among all project countries through the exchange of experiences; common problems; pooling, sharing and use of their existing technical and human capacity; and the development of additional, complementary capacities. • Provide TA to national and sub-national governments, partners, and other stakeholders in collaboration with CDC and Global Fund to build strong, responsive national healthcare delivery systems and prevention programming. • Increase and improve communications among TCC countries serving as a knowledge portal and dissemination mechanism for prevention and treatment. • Provide TA scale-up quality assessment, improvement, and assurance approaches. • Promote the regular collection, analysis, and use of data in decision-making. AIHA’s strategies will focus on capacity building, ensuring countries have the healthcare infrastructure, workforce, and internal resources they need to support an integrated, rapid HIV response; service delivery, providing targeted TA, leveraging regional networks to integrate and link services, and conducting direct service delivery to capacitate priority locations; and strategic information, providing opportunities for stakeholders to routinely use data to promote program performance improvement at every level of the health system, and to share experiences, lessons learned, and best practices related to data collection to inform programming.
