Since its founding in 1951, IOM has responded to most humanitarian crises worldwide. With presence in 165 member states, and operational presence in 154 countries, IOM has a dedicated department that serves as the institutional focal point for humanitarian emergency response. IOM is a formal partner of the World Health Organization since 1999, and in 2005, IOM was appointed as lead of the Global Camp Coordination and Camp Management (CCCM) Cluster for Natural Disasters, co-chairing with the United Nations High Commissioner for Refugees (UNHCR), and is also an active member of the Global Health Cluster, contributing to the synergies between public health actions with camp/ displacement site management. Nevertheless, as a result of IOM’s project-based nature within its emergency response, there have only been limited investment in building IOM’s own technical and operational response capacity equally throughout its global operations, to optimize overall emergency health rapid response impact. Within this CDC-RFA-GH16-1719 funding opportunity, IOM intends to capitalize and build on its health technical and operational expertise to better respond to humanitarian and public health emergencies globally. Emergency responders, health and non-health, can be heightened to the same capacity, and fined tuned for rapid response to the public health aspects of humanitarian emergencies and to public health emergencies throughout the world. IOM intends to manage the overall implementation of this project at its Headquarters in Switzerland, with the support of regional surge hubs in El Salvador, Ghana, Jordan, Kenya and the Philippines. Selected activities will also be implemented in the following additional countries in East Africa: Ethiopia, Rwanda, Tanzania and Uganda; in Southern Africa: the Democratic Republic of Congo, Mozambique and Zimbabwe; and in West Africa: Guinea, Liberia, Senegal and Sierra Leone. The propose project will address all Core Activities as required by the CDC-RFA-GH16-1719 and also address all Focus Area such as Public Health, Clinical Care Capacity, Community Engagement, Leadership, Coordination and Emergency Management, and Information Management. Based on experiences in implementing similar projects (CDC-RFA-GH15-1632), the role of IOM Headquarters, with the support of the Regional Hubs, is designated to setting up global standards on response to humanitarian and public health emergencies; develop algorithms and SOPs for disease outbreak containment at POEs and border spaces; set up global standards on response to humanitarian and public health emergencies and clinical care; and strengthen its emergency health response surge capacity equipped with the necessary logistics support for rapid response in the onset and aftermath of a humanitarian and public health emergency. IOM also plans to establish an aligned and unified information system across IOM's emergency health response operations globally, capturing outputs, outcomes and impact of the response. All country offices will benefit from a series of training rolled out on all topics described above. Prepositioning of WHO emergency medical kits, as well as Personal Protection Equipment (PPEs) and Infection Prevention and Control (IPC) supplies and materials will be done and the regional hubs and country level. With critical leadership positions held at the global level on humanitarian response coordination, active participation in highly technical forums on the health aspects of humanitarian emergencies, as well as its active contribution to the GHSA, IOM possess the required capacities to carry out all activities detailed in this proposal. Furthermore, IOM’s experience in managing large funding and complex emergency operations over many decades is well recognized. This project will increase the life-saving impact of IOM’s emergency health response operations globally and ultimately contribute to millions of lives saved.
