The health systems in Côte d’Ivoire became extremely disorganized following the political-military crisis that took place in 2002, and the post electoral crisis in 2011. Significant national health problems that ensued include the feminization of the AIDS epidemic, the high incidence of the disease amongst youth and MARPs, healthcare access difficulties, the increase in sexual violence against women, and the lack of coordination of healthcare interventions and their integration at the decentralized level. In this context, the Cooperation Agreement between the PEPFAR and the Government of Côte d’Ivoire serves as an opportunity to strengthen the capacities of the health sector by building on the results of the previous agreement in 5 priority areas: (I) strengthening the healthcare system, (II) hospital hygiene, injection safety and management of medical waste, (III) management of co- HIV/TB infections, (IV) the quality assurance of laboratories, and (V) Strategic Information for the improved availability of quality data. The goal of the proposal is to strengthen the capacities of the Ministry of Health and Public Hygien (MSHP) at the central and decentralized levels for HIV/TB infection control interventions. The three (03) main objectives are: 1. To Improve the coordination of AIDS control interventions at the decentralized levels through 2022; 2. To Strengthen the regulatory framework and promote hygiene to prevent HIV infection and healthcare-related infections through 2022; and 3. To Strengthen the management of SI for the health sector national response through 2022. The proposal’s recipients are part of the thirteen (13) coordinating bodies of the MSHP. A unified dialogue framework defines the partnership based on performance. This process will be led by the DGS to strengthen the 82 Health Districts’ (DS) operational units, which are supervised by the 20 health regions. The DGS will support the decentralized level in planning, monitoring, and reviewing annual operational plans. In collaboration with the PNLS, interventions will be focused in the priority districts (39 districts representing 74% of PLWHA), with emphasis to be put on the implementation of the approach Test and Treat and the use of the viral load. Moreover, the PNLT will continue the management of co-infection TB / HIV. Capacity building of health care providers in charge of the 5165 co-infected TB / HIV patients will improve the coordination of joint activities at the central and regional levels. The management of malnutrition of PLWHA in public and community structures will be carried out in collaboration with the PNN. Finally, the strategies related to laboratories that are the external quality assessment and the post marketing monitoring of HIV tests and ART, will be prosecuted by the LNSP and maintenance of laboratory equipment by the DIEM. The Head of the Public Hygiene Office (DHPSE), within the PEPFAR framework, will continue injection safety and medical waste management activities in 3 University Hospital Centers (CHU) and 68 Health Districts (DS) that have been in implementation since 2004, with coordination meetings on HMIN activities at central level. Strategic Information improves the availability and quality of data at the 3 levels of the health pyramid. The DPPEIS organize trainings in Monitoring and Evaluation for the data managers in the field. Thus, the PNLS and the DPPEIS organize quarterly TWG meetings in order to strengthen coordination and promote the use of the data for better decision making and planning. The 5 annual reports of the healthc are sector are produced at the central level and are disseminated to promote the use of the data for better decision making and planning. The amount requested for the first year is 2,500,000 USD.
