BackgroundOn January 31, 2020, the Secretary of the Department of Health and Human Services (DHHS) declared the Novel Coronavirus Disease (COVID-19) as a public health emergency under the Public Health Service (PHS) Act. On March 11, 2020, the World Health Organization (WHO) declared COVID-19 a pandemic. On March 13, 2020, the President issued a Proclamation on Declaring a National Emergency Concerning the COVID-19 Outbreak. As of March 16, 2020, all 50 states and several local and territorial jurisdictions have declared states of emergency. Given the significant impact to communities across the nation, including Indian Country, responding to this unprecedented pandemic requires a systems-level approach that leverages the resources of all public health systems. The public health system represents a complex and broad range of agencies, programs, and individuals in which each plays a significant role in affecting the health of the population. This proposal for emergency funding will support the Cochiti Pueblo to provide emergency preparedness and COVID-19 response support for tribal programs and other components of our tribal public health system. b. Approachi.PurposeThe purpose of this project is to prevent, prepare for, and respond to Coronavirus Disease 2019 (COVID-19) in Cochiti Pueblo. E
mergency funding will be utilized to conduct public health activities in the following areas in response to COVID-19: 1) communications; 2) countermeasures and mitigation; 3) recovery activities; and 4) other preparedness and response activities to COVID-19. ii. OutcomesThe overarching goal of this project is to strengthen tribal preparedness and response capabilities to COVID-19 within Cochiti Pueblo. Specific outcomes will be aligned with local priorities which may change over time depending upon the impact of the outbreak on our community. Nevertheless, we do expect to witness improved capabilities and/or increased capacities in the following areas: 1) communications; 2) countermeasures and mitigation; 3) recovery activities; and 4) other preparedness and response activities to COVID-19. Our specific short and intermediate-term outcomes will therefore include:Communications ?Established tribal communications plan for developing and disseminating information, alerts, warnings and notifications about COVID-19.?Developed communications materials that are accurate, timely and reach at-risk populations?Increased dissemination of relevant COVID-19 fact sheets, brochures, posters, etc. to tribal members?Increased dissemination of key COVID-19 messaging to tribal members via tribal websites, social media platforms, and/or radio stations.?Increased dissemination of COVID-19 information to high risk populations (e.g., elders, persons with chronic illness, etc.)?Increased community awareness and knowledge of evidence-based guidelines for COVID-19 prevention and response.?Established/enhanced protocols for COVID-19 related communication among tribal partners?Established/enhanced protocols for COVID-19 related communication between tribal and external partners.?Enhanced information sharing among tribal partners ?Enhanced information sharing between tribal and external partners (i.e., AASTEC, State Department of Health, Indian Heal
