The Yocha Dehe Wintun Nation (?Tribe?), a Federally recognized Tribe located in Brooks, California, is the owner and operator of Cache Creek Casino Resort (?Casino Resort?). The proposed project is part of the Tribe?s plan to safely and responsibly reopen operations of the Tribal Government and the Casino Resort. The Tribe has been building public health capacity to respond to COVID-19 by implementing measures recommended by the Center for Disease Control (?CDC?) and the State of California. Currently, the Tribe is working towards expanding surveillance, epidemiology, infection control capabilities, and health information technology capacity. Yocha Dehe is proposing to provide initial and ongoing testing of employees, surveillance screening to identify and provide risk assessments on employees for COVID-19 who are entering and exiting the facilities, and will provide follow-up and referrals as needed. The process will include an initial on-site thermal screening for COVID-19 symptoms and, if screening detects a body temperature of over 100 degrees, a second reading with a hand-held system. In order to provide a comprehensive risk assessment, the Tribe is proposing regular on-site testing with the capabilities of conducting COVID-19 Polymerase Chain Reaction (PCR) tests to provide actionable health information. Positive test results will trigger referrals to appropriate healthcare systems and contact tracing will be initiated. These activities support the objectives outlined in the ?Surveillance and Epidemiology? section of the grant with projected outcomes of case identification, management, risk assessment of potential COVID-19 exposure, data management, reporting, and procurement of supplies and equipment. Additionally, these activities fulfill the objectives of ?Countermeasures and Mitigation? as the Tribe will be in coordination with healthcare systems and local jurisdictions for the purposes of infection control. In order to enhance the te
chnical capabilities of the Tribe for this purpose, we propose to access grant funds to procure the following equipment: thermal scanners, hand-held temperature scanners, COVID-19 testing equipment and test kits, Personal Protection Equipment (PPE), disinfectants and cleaning supplies, and other applicable supplies. Additionally, the Tribe proposes to assign qualified paramedics from the Yocha Dehe Fire Department to work with the on-site testing unit to familiarize themselves with COVID-19 testing processes. These activities support the objectives in the ?Laboratory Capacity? section of the grant by allowing the Tribe to procure equipment, supplies, shipping, and training associated with testing and other laboratory requirements.The Tribe has been coordinating with a variety of Federal, State, and local entities from the onset of the COVID-19 pandemic in California. Those government-to-government relationships are strong and we continue to work with the CDC, FEMA, and HHS/IHS at the federal level, CalOES, DHHS, and the Governor?s Office at the State level, and Yolo County at the local level to work towards a successful and safe reopening of Tribal enterprises. Additionally, by putting this plan in place, the objectives and outcomes of the ?Recovery Activities? section of the grant are also met. The Tribe will be able to move towards restoring pre-event functioning of both the Tribal community, Tribal government, and the economic enterprises that allow the Tribe to once again be a sustainable, healthy, and resilient sovereign community.
