The federally recognized Poarch Band of Creek Indians requests $2,149,499 funding from CDC for unforeseen Coronavirus COVID-19 pandemic virus costs of $1,809,683 for emergency response supplies and equipment, plus $339,816 for Public Safety, Emergency Management Services and Health Department personnel overtime and hazard pay for the period of 3/13 - 5/19/2020. Ongoing COVID-related costs and restocking supplies and equipment for the Tribal Health Department, Public Safety (Fire & Police) and Emergency Services operating divisions will be costly essential long term activities. Enhanced Public Safety, Emergency Management and Health Department COVID testing and response protocols will be the new normal for provision of community services and for staff returning to work. Primary Response Units. On the Tribal reservation, the Tribe operates a 68,430 sq. ft. two-story Indian Health Service Title V Self Governance health program subsidized by Tribal Government economic development funds to provide Monday ? Friday outpatient clinic health and wellness services to Creek Tribal families. Services include a Diabetes Program, Diabetes Program, Women-Infant-Children Program (WIC), Women's Health, Primary Care Clinic including Specialty Care, Dental Clinic, Diagnostic Imaging, Laboratory, Rehabilitation Services (Physical Therapy), Behavioral Health, Facility Management, Preventive Health Education and Public Health Nursing, Health Administration, Business Office and Health Information Management. The Family Services program is also housed within the clinic facility. The Tribe also operates two full-time Fire Stations with 24 firefighters and firemedics in the Emergency Management Services Department, and a full-time 50-member Police force in the Public Safety Division. Designated core Health, Fire and Police staff have remained deployed during the Tribe-wide shutdown of operations to provide essential health, safety and security m
easures to the Tribal community.Future Need. In addition to COVID-related Personnel, Supplies and Equipment costs, the Tribe anticipates additional future expenses for emergency medical transport, specialized emergency medical care, increased costs for cleaning/disinfection of stations, apparatus and equipment, need for extra disinfection products, supplies and services, modification to the Health Dept entrance to screen patients/visitors, purchase of durable medical supplies for post-COVID patients in recovery, increased cost for disposal of additional hazardous medical waste, medical testing and vaccination, laboratory costs for ongoing test results, increased personal protective equipment (PPE) needs for all operating divisions, specialized cleaning of PPE, noncongregate sheltering for first responders who test positive for COVID-19 or require isolation as a precautionary measure, ongoing training specific to the COVID-19 response throughout all Tribal operating divisions.
